    In the context of emergency responses, there is a high risk that intolerable sexual exploitation behaviours occur from staff members, vendors and consultant. These behaviors are harmful for beneficiaries. They violate their rights to dignity, respect, health and increases their vulnerability. SFH is committed to protecting vulnerable populations we serve from Sexual Exploitation and Abuse at the hands of SFH staff and vendors. SFH has ZERO TOLERANCE for sexual exploitation and abuse (SEA) of the communities it serves and for sexual harassment

    (SH) of its personnel.

    We seek to recruit a qualified and experienced AAP/PSEA/GBV OFFICER to support the implementation of our humanitarian programs in Lower Juba. We seek a candidate of high integrity and professionalism who commit to our values. The incumbent will report to the Program Manager and work in collaboration with other Technical program officers, Team leaders, MEAL team, operation/support staffs, supervisors and the local stakeholders in the region.

    Under the overall supervision of the Executive Director and the direct supervision of the Program Manager, the GBV/AAP/PSEA Officer will be responsible for supervising and coordinating SFH specialized protection services including prevention of sexual exploitation and abuse, child protection, Gender-Based Violence (GBV), Disability Inclusion and overall specialized protection activities in Somalia.

    The Incumbent will be responsible for the following Specific duties:

    General

    ·         Liaise and work in close relationship with the Program manager

     

    ·         Contribute to the SFH identity, values and principles by reflecting, discussing and contributing to the advocacy mandate.

     

    ·         To contribute to efforts in undertaking quality protection services and mainstreaming key components in other program activities

    1.     Data Collection and Reporting

    ·         Participates in the reports according to guidelines (Weekly, interim & Financial reports, etc.)

     

    ·         Participates in the PDM and rapid assessment reports in the project area.

     

    ·         Reports directly to the line manager of any problems that might be linked to the implementation of the program including security threats or breakdown.

     

    ·         Liaise with all stake holders in conducting periodic assessment and baseline studies

     

    ·         Analyse context analysis of field realities and operational environment with the view to advocate for maximum stakeholder participation

     

    ·         Act as data entry focal point for the duty station assigned

    2.     Project implementation

    ·         Facilitate protection mainstreaming component (including GBV risk mitigation) and integration of cross-cutting issues (disability inclusion, accountability to affected populations (AAP), gender mainstreaming and Protection from Sexual Exploitation and Abuse and Sexual Harassment) in SFH’s integrated programme. This shall include trainings, the provision of tip sheets, guidance notes, awareness tools, protection checklists for specific measures in different actions, good practices any other duty assigned.

    ·         Uphold and promote SFH’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.

    ·         Consistent with SFH’s safeguarding and protection policies, ensure all people who meet SOLUTIONS

    FOR HUMANITY are protected and as safe as possible.

    ·         Ensure field-based staff understand and adhere to SFH’s protection and GBV-guiding principles, including strict adherence to confidentiality.

    ·         Ensures that behavior inside and outside of work environment promotes the values in SFH’s code of conduct and safeguarding policies.

    ·         Act as GBV/PSEA standard focal point, to ensure complaints response mechanism is up to date and all issues are closely followed up, with adherence to the confidentiality principle.

    ·         Compile information, conduct analyses and provide technical inputs to support the development of innovative approaches for protection interventions under the guidance of the Project Manager

    ·         Contribute to the development of and implement protection-related capacity building activities targeting staff and stakeholders including on PSEA, gender-based violence and disability inclusion

    ·         Facilitate SFH’s participation in the relevant coordination and technical platforms including the National Protection Cluster.

    ·         In close coordination with the Project Manager, extensively supervise the use of SFH protection monitoring data base for the collection and analysis of protection-related beneficiary data.

    ·         Participate and support in the application of protection tools related to mental health and psychosocial support and case management of the vulnerable IDPs and Host communities.

    ·         Evaluate activity progress, define performance indicators, structure operational data collection in coordination with M&E department

    ·         provide/ensure technical guidance, oversight, and support to the GBV, PSS, outreach and protection monitoring teams in the provision of quality services, and ensuring safe and ethical data monitoring

    3.   Project Monitoring

    ·         Ensure staff sign a Code of Conduct that clearly prohibits SEA, obliges reporting of such acts, and enforces these clauses when breached.

    ·         Ensure the briefing and the debriefing of staff on Prevention of SEA.

    ·         Ensure that deployed staff and collaborators have completed the mandatory training.

    ·         Assist the technical specialist in putting in place and apply practices in human resource departments that guard against hiring persons who have a record of misconduct, and include PSEA content in induction, contracts and subcontracting, and job evaluation criteria

    ·         Support the program manager in establishing SEA-specific procedures for receiving and reporting information through SFH’s Complaint and Feedback Mechanism (CFM), informed by good practice and community consultations and incorporating the relevant national laws.

    ·         Receive allegations of SEA. And immediately refer 1) the allegation to the appropriate entity following internal and/or inter-agency procedures, and 2) the complainant to victim assistance services based on his/her consent and following established referral pathways.

    ·         Ensure that SFH’s procedures and mechanisms for reporting allegations of SEA are known to all SFH field personnel, partners, recipients of assistance, and local communities.

    ·         Assist the Work with the PSEA Network to establish and implement an inter-agency Community-Based Complaint Mechanism (CBCM), incorporating SFH’s existing CFM, so that there are safe, accessible, and contextually appropriate channels for any member of the community to reporting complaints of SEA, and complaints reach the appropriate organization for follow up.

    4.     Coordination and Representation

    §    Ensure integrative programming approach with other sectors and staff.

     

    §    When requested represent SHF in external meetings

     

    Skills and Qualifications

    ·         Education: Degree /Higher Diploma in any of the following in law, Development Studies, Political Science, International Relations, Gender and Social Studies or related area from a recognized/accredited institution

    ·         Experience: Experience in protection (e.g., child protection, GBV, PSEA, MHPSS, AAP, protection mainstreaming) including in the provision of direct assistance to vulnerable groups

    ·         Fluency in Somali language and English is a must

    ·         Basic knowledge of Monitoring and Evaluation.

    ·         Ability to organize and prioritize work

    ·         Good communication skills

    ·         Ability to work independently and accurately

    ·         Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization

    ·         Computer skills, including internet navigation, and various MS office applications
