POSITION: PROJECT OFFICER—HEALTH
REPORTING: DIRECTOR OF PROGRAMMES
DURATION OF THE CONTRACT: ONE-YEAR
DUTY STATION: KISMAYO, SOMALIA
Background
Agency for Peace & Development (APD) is a humanitarian organization established and registered in Somalia in 2006 and also operates in region with presence in Kenya and Ethiopia. The organization is implementing programmes in different sectors, including health, nutrition, food security and livelihoods, WaSH, health, education, peace-building and economic recovery.
Currently, APD is gearing up to implement an emergency health project in Lower Juba region, Kismayo District in particular, which is funded by UNICEF. The project is intended to provide an integrated lifesaving health services to children and their families in the targeted locations.
Job Purpose
The Project Officer (Health) in Charge of the Health Facilities will be responsible for the overall coordination of health activities and supervision of Clinical Officers and frontline health staff in Health Facilities and Mobile/and Outreach sites located within Kismayo District. He /she will closely work and support the Program Manager in ensuring quality health services are effectively provided at the Health Facilities. He/She will also work closely with Nurses, Midwives, Community Health Promoters, and Community Health Workers (CHWs) while coordinating with the Ministry of Health and other relevant key stakeholders to ensure quality health services are provided to the beneficiaries. He/she will also provide support to the Health Facilities as needed, which may include doing ward rounds and stepping in for Clinical Officers of the Health Facilities, both day and night. The Project Officer will work under the guidance of and support the Program manager.
Primary Responsibilities
Establish and maintain relations and harmonized cooperation with relevant key stakeholders including government agencies, local communities, and other actors on the ground;
Introduce targeted communities with the project objectives and activities and provide implementation of activities in accordance to proposed project requirements;
Sensitize community members and leaders on the importance of immunization and the tracking of issues hampering routine process of basic health services for mothers and children at their respective localities;
- Ensure the smooth running of the health facilities, providing supervision, support and guidance to all staff working at the facilities;
- Ensure quality of care is maintained in the management of patients;
- Ensure that universal precautions and infection prevention guidelines are adhered to in the health facilities;
- Provide regular technical assistance to health facilities staff and community health workers to ensure the basic health needs of children and their families are met;
- Provide relevant trainings to frontline health staff to strengthen their capacity;
- Support project on conducting of assessments and surveys with necessary data gathering actions;
- Support project on conducting of health awareness and education activities aimed at encouraging the targeted audience to adopt health-enhancing behaviors and shunning health-compromising behaviors;
- Ensure that the quality of the projects is maintained through an effective monitoring system that is based on accurate and reliable data;
- Support project with the preparation of success stories and case studies;
- Ensure project narrative reports are prepared and submitted on time in strict compliance with donor reporting requirements; and
- Perform any other work that may be assigned by the Program Manager.
Skills and qualifications
- University Degree/Diploma in Clinical Medicine and Surgery;
- Registered with Clinical Officers Council and MUST possess a valid practicing license;
- Two (2) years working experience, ideally in a busy health facility;
- Excellent understanding of health problems/issues in the country primarily at primary health care level;
- Excellent understanding of outreach and communication strategies at the community level;
- Experience in the management of health staff in health facilities;
- Experience in capacity building and community development;
- Experience in Project Management;
- Computer literacy—MS Windows, Word, Excel, PowerPoint and Outlook is desired;
- Ability to work and deliver results with minimum supervision;
- Demonstrated ability to work as a team player; and
- Excellent proficiency—both oral and written—in English and Somali.
