Overview of position

  • Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia.

  • The Government of Somalia, through the Benadir Regional Administration (Mogadishu) representing all four municipalities of Mogadishu, Kismayo, Garowe & Baidoa has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective municipalities under the project. The works involve construction of urban roads to bitumen standards, construction of associated drainage works & installation of streetlights, by the contractors engaged by the respective PIU.

  • The scope of our clients engagement is to provide technical assistance to the PIUs in the works implementation & contracts managements in the areas of design review, technical supervision, performance monitoring, quality control etc., as well as contributing to PIUs capacity buildings.

Role objectives

The Materials Engineer will advise the PIU with respect to the material submittals, approvals, sampling, testing etc. The Material Engineer working under the supervision of the Resident Engineer will be responsible for assisting the PIU for the quality control of the construction works being carried out by the contractors ensuring that the works are in compliance to the approved design specifications. S / He will participate in the quality control, review of the material testing results & ensuring that the works carried out are in compliance to the design specifications. The specific tasks will include:

  • Review the material borrow areas proposed by the contractor & the related material investigation reports as well as carry out additional investigation & advise PIU with respect to the contractor submitted material borrow plans.

  • Review material testing reports submitted by the contractor, conduct additional testing as required & advise the PIU Engineer with recommended actions for ensuring works compliance to the design specifications.

  • Advise on actions required including design modifications in the event of engineering properties of the materials encountered during constructions are different to the designed properties.

  • Participate in field monitoring visits, PIU / contractor meetings & other technical forums & provide advice & recommendations related to materials selections & construction quality control aspects.

  • Supervise & coordinate the site laboratory material testing & reporting tasks, as well as the testing carried out by external laboratories for our client.

  • Establishing & management of the system of material testing to be followed by the contractor when requesting approval for the permanent works.

  • Developing spreadsheets to record as built materials data on a continuous basis of laboratory test results on various characteristics of all materials incorporated in the road works.

  • Setting up in liaison with the Resident Engineer, the filing system to record (in both hard & electronic format) all the tests performed.

  • Establishing & management of the system of material testing to be followed by the contractor when requesting approval for the permanent works.

  • Support capacity building of the PIU staff through on the job training.

  • Perform other duties & tasks related to material engineering as directed by the Resident Engineer.

Project reporting

The Material Engineer working under the supervision of the Resident Engineer.

Skills and qualifications

Key competencies

  • Minimum 6 years of post-qualification experience in civil engineering practice including substantial engagement in soils & materials investigation and designs for infrastructure projects is required. 

  • Registration as a Professional Engineer with recognized institutions is desirable.

  • Previous work experience in Somalia is desirable

Team management

The Material Engineer will be required to manage the staff engaged in the field & laboratory testings.
