JOB TITLE & POSITISION
Health Manager, Kismayo, Somali Program
LOCATION: Based in Kismaayo and Badhadhe project location in Somalia
REPORTING TO : Health and Nutrition Project Manager
ROLE OVERVIEW
The Health Manager plans, leads joint health facility supervisions, monitors, and evaluates the assigned health project(s). This involves effectively managing and reporting on the projects in line with the objectives, timeframe, and budget with a focus on health system strengthening, training and coordination. Other important aspects of the role include managing and leads in training of implementing partners - primary health care staff to meet international quality standards in health care delivery, encouraging beneficiary engagement and participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.
PROJECT OVERVIEW
Due to the current drought situation in Somalia and in the horn of Africa there are vast health and Nutrition needs – from support for the Internally Displaced Persons (IDPs) who have fled their homes to settle in IDPs settlements as well as the host community. The role requires someone agile to implement health improvements through health system strengthening, including training of key community members. The role will involve travels to support rural project sites, mentoring partner staff and ensuring activities are implemented as per the agreement. An integrated Health Nutrition and WASH Infrastructure approach is applied in the supported Health facilities with a strong community component.
KEY ACTIVITY AREAS.
Health Management
· Responsible for the implementation, management and supervision of the assigned integrated health, nutrition and WASH projects in line with the activity plan, project proposal and national and international guidelines.
· Conduct regular field trips to the supported health facilities for support and supervision.
· Ensure that the assigned project objectives are met within budget and within the allotted time frame.
· Report promptly any operational concerns to line manager such as projected failure to meet objectives and beneficiary needs related to projected project budget expenses.
· Provide strong technical leadership of the assigned health project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health partners and local health staff contribute to development and implementation.
· Oversee the process of Data Collection and verification to meet the requirements and deadlines set by the organization and external partners.
· Taking lead in carrying out needs assessments to inform development of the country strategy and donor proposals.
· Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data.
· Provide input into the integration of beneficiary engagement, participation and accountability in all aspects of the project.
· Ensure accurate and timely reporting of activities according to the organization, donor and other applicable timeframes.
· Participate in the development new proposals in conjunction with the Health and Nutrition Project Manager, the country health and nutrition advisor.
· Ensure delivery of quality health and nutrition services in all the supported health facilities and mobile outreaches.
STAFF MANAGEMENT
· Line-manage the project Health facility supervisors, and assistant facility supervisors of the assigned project(s), including day-to-day management, development and on the job training, appraisals, etc. It may also be necessary to line manage other health project staff.
· Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
· Provide coaching and supervise staffs in order to develop ownership and full responsibility for health and Nutrition activities.
DELEGATED AUTHORITY:
FINANCIAL MANAGEMENT
· Manage the health budget for the assigned project(s) and ensure all expenses are according to budget and meet the organization standards with regard to financial management, including accountability and good governance.
· Approve expenditure in line with the organization guidelines.
· Prepare budget for anticipated activities.
· Contribute project budget development for the signed projects
COMMUNICATION AND COORDINATION
· Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, organization in-country and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
· Participate in health cluster coordination meetings, organization internal trainings, and other working groups or meetings as required, representation and feeding back to the health staff and Hand N project manager on relevant issues.
· Ensure coordination and drafting of the monthly situation report (Sitrep)
LOGISTICS
· Support the logistics activities of health and nutrition staff, particularly in relation to the preparation of purchase requests for pharmaceuticals and other medical commodities for the assigned health facilities and activities.
· Liaise, as necessary, with the health facility, logistics and finance staff to ensure items are procured, transported, stored, managed, and accounted for correctly.
· Closely work with the logistics team and monitor stocks movement in and out of the central warehouse with special attention to the tracer drugs.
· Monitor and document to ensure no stock out.
· Monitor and document monthly consumption rates for both health and nutrition essential stocks.
QUALITY MANAGEMENT
· Promote and use the organization intranet and other operating procedures, ensuring that all standardised formats are used, and guidelines are followed.
· Ensure health projects are implemented in line with donor proposals and requirements and in accordance with organization, donor, country and international standards i.e. Sphere and HAP standards.
· Ensure on job training for the partner staff during facility supervision to promote delivery of quality services.
