    SFH works in emergency response program Including with children and youth empowerment programs, conflict management, Health, WASH, Nutrition, Shelter/NFI, protection and FSL. We help internally displaced women and girls access safe spaces and dignified case managements.

    We seek to recruit a qualified and experienced Technical and Infrastructure supervisor to support the implementation of our WASH, programs in Lower Juba. We seek a candidate of high integrity and professionalism who commit to our values. The incumbent will report to the WASH Officer and work in collaboration with other Technical program officers, Team leaders, MEAL team, operation/support staffs, supervisors and the local stakeholders in the region.

    Purpose: He or she is expected to effectively manages and supervises the assigned construction activities related to the WASH project(s) in line with the project objectives, budget and timeframe and contributes to enhancing beneficiary participation. The current projects involve WASH infrastructure rehabilitation, water supply, sanitation and hygiene promotion.

    Under the direct supervision of the WASH Officer and the overall supervision of the Program Manager, the TS will be responsible for the following duties:

    General

    ·         Liaise and work in close relationship with the WASH Officer

     

    ·         Contribute to the SFH identity, values and principles by reflecting, discussing and contributing to the advocacy mandate.

     

    ·         To ensure SFH/OCHA-SHF/WASH Cluster guidelines are followed in the project implementations

     

    ·         To contribute to efforts in improving adequate, safe and Sustainable water in Lower Juba.

     

    ·         Ensure in collaboration with the Program manager, WASH officer and hygiene promotion team leaders promote appropriate hygiene practices and behaviour changes.

    Technical management

    ·         Supervise implementation of the assigned infrastructure projects with close coordination with WASH officer & Project manager

     

    ·         Implement technical quality standards that ensure the efficiency and quality of the construction process for latrines, shallow well and borehole drilling and rehabilitations. Validate technical designs, technical contracts, bill of quantities, and construction works

     

    ·         Ensure the quality construction of assigned infrastructure

     

    ·         Conduct regular field visits and provide technical instructions and guidance to the contractors

     

    ·         Responsible for final inspections and preparing handover certificate and completion reports for the contracted work

     

    ·         Support and monitor the preparation and conducting of water chlorination and water testing by the Water monitors.

     

    ·         Contribute towards development of Bill of Quantities (BoQs) including materials, costing and work specifications for WASH infrastructure according to donor’s requirements and minimum standards

     

    ·         Work closely with other project staff to support the operation and maintenance of water supply and sanitation facilities including training and monitoring

     

    ·         Establish and oversee the implementation of water supply systems and supervise regular monitoring including chlorination and water quality testing.

     

    ·         Provide technical specifications to logistics team during local procurement process/adverts on construction materials in co-ordination with the WASH officer.

     

    ·         Assist in the raising up of Purchase Requests (PRs), follow up on the procurement process by the log. department, transport, delivery, and oversight of materials distributions to different sites/locations

     

    ·         Support in the registration, verification, and training of project participants

     

    ·         Provide all required data reporting in a timely and transparent manner to the relevant stakeholders including to the WASH cluster

     

    ·         Participate in WASH cluster meeting as required

     

    ·         Perform other duties assigned by the line manage

    Skills and Qualifications

    ·         Vocational Education: Diploma/Degree in Civil Engineering, Water Engineering, Hydro Geology/ground water engineering.

    ·         Experience: 3 years’ work experience in Project implementation

    ·         Sound knowledge of engineering designs and software (Archi CAD, AutoCAD, GIS)

    ·         Knowledge and experience in sound engineering practices and WASH standards.

    ·         Fluency in Somali language and English is a must

    ·         Basic knowledge of Monitoring and Evaluation.

    ·         Demonstrated ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization
