About the Job

 

The Protection Field Officer contributes to the planning, implementation, monitoring and documentation of ICRC Protection activities in Las Anod region.

 

This is a national/resident position based in Las Anod.

 

Duties and Responsibilities

 

       Implements protection activities under the supervision of the Protection Delegate, with support of the Head of Office

 

       Collects, compiles, and interprets protection-related information (with appropriate care for staff risk management), with a special focus on protection issues including IHL and IHRL violations and humanitarian consequences thereof.

 

       Collects first-hand information in relation to specific violations/abuses from hospitals, clinics, IDP camps, and communities.

 

       Documents Protection of Civilian Population (PCP) cases and events; sends documented cases and events to the Protection Delegate for review and updates PCP Webpage accordingly.

 

       Completes a monthly PCP monitoring and sends this to the protection delegate in a timely manner, focusing on PCP priority themes.

 

       Conducts detailed field assessments either independently or as part of ICRC multidisciplinary teams focusing on the needs of the affected populations and the viability of an ICRC intervention on a particular violation in close consultation with the Protection Delegate and the Line Manager.

 

       Supports the Protection team in organizing visits to places of detention.

 

       Supports in the follow up of specific individual RFL cases upon request from the Protection Delegate or PFL team.

 

       Maintains regular contacts with Somali Red Crecent Society (SRCS) Protection of Family Links (PFL) local branches/sub-branches with a focus on sharing context-related and security information as well as two-way referrals.

 

       Assists the PFL team to organise, execute, and monitor their activities, specifically supporting the SRCS PFL team actions, trainings, and meetings.

 

       Support the dissemination of ICRC activities and protection activities, internally and externally in close collaboration with Protection Delegate, line manager, and Comm colleagues.

 

       Liaise with the different interlocutors and stakeholders including affected persons, community leaders, IDPs, migrants, local authorities, NGOs, and agencies on varying issues of interest to support our context and protection analysis.

 

       Share oral and written analysis of the above with the line manager and Protection Delegate on a timely and regular basis.

 

       Drafts various multidisciplinary reports including Multidisciplinary Assessments and Operational Reports.

 

       Contributes to the definition of the annual objectives and plans of actions of the ICRC Protection department.

Skills and qualifications

Minimum qualifications and required competencies

       Bachelor’s degree in social sciences, Development Studies, Law or relevant qualification in a related field of study

 

       At least 4 years of experience in a similar field of activity

 

       Knowledge of International Humanitarian Law/International Human Rights Law is an asset.

 

       Ability to network, represent the organization externally and dialogue with major stakeholders.

 

       Fluency in both oral and written communication in English and Somali

 

       Excellent planning and reporting skills

 

       Excellent administrative and organizational skills

 

       Upholds a high sense of responsibility and confidentiality.

 

       Computer proficiency especially in MS Office suite

 

       Excellent knowledge of political, economic, social, and cultural environment of this region
