health, nutrition and access to safe water and as well as promoting economic and educational growth around
the world.
Mercy-USA Somalia Program has been implementing Health, Nutrition, Education and wash among other
projects funded by it is HQ and Donors since 1994 in Somalia
Mercy-USA Somalia program hereby invites qualified and interested applicants to submit applications for
the position of Project officer health based in Las Anod- North East state.
NATURE AND SCOPE:
The Project Officer will provide overall technical and administrative leadership for the TB project in North
East State of Somalia. S/he will ensure the effective implementation, monitoring, and reporting of TB
prevention, diagnosis, treatment, and care activities. The role requires close collaboration with the State
Ministry of Health, regional and district TBMUs, and other health partners to strengthen the health system's
response to TB, improve case detection, treatment adherence, and reduce loss to follow-up.
DUTIES AND RESPONSIBILITIES
A. Technical Management (TB Control)
• Program Implementation: Lead the rollout of evidence-based TB interventions including active case finding
(ACF), contact tracing, GeneXpert utilization, and directly observed therapy (DOT).
• Capacity Building: Train and mentor TBMU staff, clinicians, lab technicians, and community health workers
on National TB Guidelines, infection control, and patient-centered care.
• Quality Assurance: Ensure TB diagnostic and treatment services meet national and international standards;
monitor drug-resistant TB (DR-TB) management.
• Integration: Promote integration of TB services with HIV, nutrition, and maternal/child health programs in line
with the State MoH strategy.
• Outbreak/Alert Response: Investigate and respond to TB alerts, including pediatric and drug-resistant
cases.
• Team Work: In collaboration with TB Project Manager, ensure TBMUs operate under the required WHO
recommendations and National TB Program standard TB Treatment guidelines are put in place.
B. Administrative & Operational Management
• Work Planning: Develop and regularly update detailed project work plans, procurement plans, and budgets.
• Financial Management: Oversee project budget, track expenditures, ensure compliance with donor
regulations, and prepare timely financial reports.
• Logistics & Supply Chain: Coordinate with central medical stores and TBMUs to ensure uninterrupted
supply of TB drugs, laboratory reagents (GeneXpert cartridges), and PPE.
• HR Management: Supervise facility staff and ensure performance management.
• Reporting: Prepare and submit monthly, quarterly, and annual technical and financial reports to the donor,
headquarters, and State MoH.
C. Coordination & Liaison (MoH & TBMUs)
• Government Partnership: Serve as the primary liaison between the project and the North East State Ministry
of Health – including the Director General, Communicable Disease Department, and State TBMU.
• TBMU Support: Work jointly with TBMU managers at state, regional, and district levels to align project
activities with national guidelines and local priorities,
• Supportive supervision: - Conduct regular site visits to TB facilities, identify challenges and co-create action
plans to speed implementation and support quality treatment outcomes
• Community Engagement: - Actively engage and communicate with government and update country
Program team on progress in prevention, diagnosis and treatment of the TB in North East State in the
context of global TB commitments, strategies and targets.
• Meetings & TWGs: Convene and participate in Technical Working Groups (TWGs), TB coordination
meetings, and joint supervision visits.
• Data Sharing: Ensure real-time sharing of TB surveillance data with the national HMIS and TBMU
databases to avoid duplication and improve patient tracking.
3. Key Performance Indicators (KPIs)
• 90% treatment success rate for drug-sensitive TB.
• ≥85% case notification rate of estimated TB cases.
• <5% loss to follow-up among patients initiated on treatment.
• Zero stock-out of first-line TB drugs and GeneXpert reagents at supported sites.
• 100% of monthly financial and technical reports submitted on time.
• Any other roles assigned in line with project objectives.

Working Conditions • This position requires working in remote, high-risk
areas with limited infrastructure.
• Willingness to travel frequently to remote districts
and health facilities in North East State.
• Frequent travel to Health facility locations within
the assigned region.
• Commitment to the humanitarian principles of
neutrality, impartiality, and accountability.
• Based in Las Anod with up to 50% travel to project
sites across North East State.
• Security level: Medium to high – must adhere to
Mercy-USA security protocols

Skills and qualifications

Academic

• Bachelor’s degree in Medicine, Nursing, Public
Health, Health Management, or related field. A
Master’s in Public Health (MPH) is strongly
preferred.
• Professional qualification will be an added
advantage

Experience & Desire

• Minimum 3–5 years of progressive experience in
TB or infectious disease program management.
• Proven experience working with Ministries of
Health and TB Management Units in resourcelimited settings.
• Hands-on experience with PEPFAR, Global Fund,
WHO, or USAID TB projects is an asset.
• Demonstrated ability to manage both technical
activities and administrative/financial tasks
• Experience working in North East state
• Fluency in English and Somali, both written and
verbal.
• In-depth knowledge of National TB guidelines, DOTS
strategy, GeneXpert, and DR-TB management.
• Proficiency in MS Office, data management (DHIS2,
Excel), and basic financial tracking.
• Report writing and budgeting skills
• Added advantage Experience of implementing GF &
Health funded projects
