Org. Setting and ReportingThis position is located in the Engineering and Facility Maintenance Section (EFMS) within the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. The incumbent will report to the Engineer (P4) as First Reporting Officer and Chief of EFMS as Second Reporting Officer.ResponsibilitiesWithin delegated authority, the incumbent will support the mission’s mandate in technical and logistical operations and will apply professional engineering knowledge and expertise by performing the following duties and responsibilities: •Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defense, mine detection and clearance, and other related structures and activities in the field. •Designs numerous types of overhead protection structures for buildings to eliminate risk of mortar attacks and Supervises work implementation. •Applies engineering practices to complete projects related to the assessment, design, construction, retrofit and repair of buildings and related physical security systems and devices. •Makes reports and recommendations for resolution of problems in the area of physical security. •Provide advice and guidance on physical security for new UN projects and construction, including UN Common Premises. •Prepares reports and other associated engineering related information for progress reporting, and special reports for quality, cost or schedule variances, etc; •Drafts responses to both internal and external audit observations on engineering tasks and activities in the mission. •Contributes to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking in to account all required engineering material needs and selected enabling capacities (e.g., military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work-plans. •Monitors actual costs and schedule performance against the approved budget and baseline schedules. •Conducts preliminary site investigations to obtain field data such as soil characteristics drainage and other data required for building site selection. •Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. •Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. •Provides expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission's engineering activities by taking into account quality management and risk management best practices. •Supervises commercial contractor(s) in implementation of facility maintenance works in wide range, inspects, and verifies routine and scheduled maintenances in the camps and reports to the respective unit chief. •Conducts investigations to support preparation of cost estimates related to improved designs and construction techniques. •Produces cost data and estimates on engineering-related requirements of current and planned facilities and construction project related activities, as well as furniture, fittings, and equipment. •Analyzes project proposals, contractors' valuations, quotations, claims for payment, and construction change order/ variation requests to ensure completeness, technical feasibility, cost efficiency, market equivalence and to ensure that project objectives are attainable within prescribed resources. •Conducts research on new technical systems to facilitate cost estimation, to identify and support implementation of improved methods and equipment, including the evaluation of product and equipment lifecycle related costs (construction and maintenance). •Records, manage and control project costs to ensure completion within budget, time, and quality standards. •Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Specialized training on blast analysis and design of protective structures is desirable.Job - Specific QualificationNot available.Work ExperienceA minimum of five years of progressively responsible experience in quantity surveying, construction cost planner, civil, mechanical or electrical engineering, architecture, facilities management or related area is required. Experience in project preparation (including tender documentation, scope of requirement, cost estimates, bills of quantities, schedules of rates, technical specifications) and project implementation and supervision (including construction contract administration, payment valuations, variations), is desirable. Experience working in a United Nations Common System field operation and/or comparable international organization or non-governmental organization in a conflict setting is desirable. Experience in designing, implementing, and supervising multi story Construction Project, including experience from concept design, Bill of Quantities preparation, preparation of master work plans, including sound and work experience knowledge with various structures, including Reinforcement concrete, steel frame or combination of both is desirable. Experience in AutoCAD (or Revit) and two (2) years of experience in data analytics or related area is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat.
