Job Title:  Head of MEAL Department (Monitoring, Evaluations, Accountability & Learning)

Location: Mogadishu

Report to: Country Director

POSITION SUMMARY

The Head of MEAL Department leads the designing, updating and implementation of a robust organizational Monitoring, Evaluation, Accountability & Learning systems for the effective implementation of programs and projects as well as be responsible for guiding and coordinating activities pertaining to MEAL within SOS CV Somalia. S/he will coordinate and support the data collection, analysis and interpretation process, preparation and consolidation of quality reports as well as the undertaking of various studies and researches such as baseline, feasibility studies, end line evaluations, MICS surveys, academic researches, etc. Besides, s/he, in consultation and collaboration with concerned staffs, will also initiate, support and implement MEAL capacity building programs as part of enhancing organizational MEAL system.  Moreover, s/he will support the management in providing M&E findings and recommendations and taking evidence-based decisions for enhanced organizational performance and accountability. The Head of MEAL department is a member of the Senior Management Team of SOS CV Somalia, S/he will also lead the annual strategic planning process of the organization.

KEY ROLES AND RESPONSIBILITIES

General responsibilities:

Strategic planning & Result Based Management Steering

  • As a member of the National Management Team-NMT, the Head of MEAL Department gives strategic advice to the Country Director relating to the overall programme data of SOS Children’s Villages in Somalia.
  • Leads the facilitation of annual strategic planning processes including the development of costed annual work plans
  • Takes part in the planning of programme interventions, including the development of good quality proposal, concepts and program innovations in line with the organization’s mission policies, strategies and available resources.
  • Work in close cooperation with other key programme, finance and administrative co-workers.
  • Represent the organization, in both internal and external forums
  • Support the Head of Fund Development and Programme Development & Quality Director in reviewing donor reports to ensure high quality reports are submitted on time for grant/program
  • Support Fund Development and PDQ Director in the development and review of log frames, M&E work plans, and targets during the drafting of donor project proposals as well as throughout project implementation
  • Review and analyze quarterly reports with the Fund Development and PDQ Director to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Support the programme to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Responsible for effectively managing the MEAL budget
  • Lead the implementation of RBM and provide technical support for programmes in the proper implementation of Results-Based Management in general and the application of the RBM processes, tools and formats in particular
  • Build strong relationships with colleagues and provide support as required to ensure RBM system is understood and supported at field and National level
  • Work closely with the programme teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability
  • Head up the MEAL team in the programme, forming a solid team identity within the organization and creating cohesion between team members working in different geographic areas.
  • Oversee the recruitment of appropriate MEAL staffing.

        Result based Real-Time Monitoring

  • Leads joint monitoring and supervision visits to programme locations.
  • Support the programme locations in the implementation of the programme database (PDB) and also make sure that the quality of the information in the system is credible & reliable
  • Support all M&E initiatives for assigned Programme(s)/project(s) including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary
  • Support the programmes in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the programmes/projects.
  • Proposing strategies to increase data use and demand amongst programme staff.
  • Support programme staff on ways to properly document, organize and capture program progress and good practices.
  • Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
  • Reviewing the performance of existing management information systems to help identify potential modifications or resources
  • Suggest ways to facilitate data collection and the flow of data within Programme field teams.
  • Lead and organise SOS Care Promise self-assessment and baseline study, if required
  • Draft annual programme progress reports
  • Regularly review & analyze the beneficiary and other data in PDB2 and ProDIGI and provide the required technical support programs to improve the quality of data

Accountability Role

  • Lead the implementation of the organizational Accountability system and development of accountability policies and strategies including AAP strategy.
  • Provides technical support in operating accountability mechanisms and its promotion/visibility amongst the project participants, especially the Community Feedback and Response Mechanism (CFRM) to ensure accessibility by beneficiaries and stakeholders.
  • Oversees the receiving of complaints and feedback via the established channels, the recording of complaints in the complaints log, and ensures that complaints are documented, handled confidentially and in line with the defined timeline.
  • Ensures that complainants receive timely feedback about the status of their complaint.
  • Refers to investigations or follow-up monitoring related to complaints based on National Managements Decision.
  • Ensure SOS national Management are shared quarterly dashboard on FRM received and suggest ways to improve organizational accountability.

Evaluations Role

  • Provides technical support in evaluations and other research activities, including engaging in ToR preparation, selection of consultants, review of evaluation design and data collection methodology, data quality assurance, data analysis, involvement of stakeholders and dissemination plan
  • Conduct Mid-term evaluation, satisfaction survey, post distribution monitoring and other studies as requested by SOS CV management.
  • Lead and participate in programme evaluations supporting evaluators & provide monitoring data and support implementation of recommendations

Organizational Learning Role

  • Ensure that data brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
  • Lead   on   monitoring   and   improving   the   synergy   and   integration   of   thematic programmes to enhance delivery of outstanding results for target communities.
  • Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges external Reporting and Representation.
  • Lead and participate in learning opportunities and engage stakeholders in learning & sharing
  • Promote document lessons learned on program unit base and location.
  • Actively promote & explore ways to use results to improve programmes.

 

Skills and qualifications

  • Holds a Bachelor or Master degree in Sociology, Statistics, Social science, Economics, Project Management, Monitoring and Evaluation, or other relevant field;
  • Minimum 7 years of direct experience in managing and executing Monitoring and Evaluation activities for donor-funded programs
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, deadlines, available resources and multiple reporting relationships;
  • Understanding and use of Result based monitoring and evaluation is required.
  • Demonstrated familiarity with and understanding of qualitative and quantitative Monitoring & Evaluation methodologies that incorporate rigorous statistical methods, impact evaluation, participatory Monitoring and Evaluation techniques; and developing and implementing M&E plan and Results Framework.
  • Plans, coordinates and organizes work while remaining aware of changing Priorities and competing deadlines
  • Strong analytical skills
  • Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support
  • Knowledge Management and Learning
  • Demonstrated experience in mobile based data collection system and analysis using any software like Excel, SPSS, Power BI, Akvo Flow, ONA or Kobo.
  • Extensive experience in quantitative and qualitative data collection and analysis
  • Experience in using Salesforce application
  • Good understanding on Project Cycle Management, Theory of Change and other MEAL approaches, requirements and systems
  • In-depth knowledge on M&E concepts approaches and methodologies
  • Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners,
  • Respectful and helpful relations with donors and project staff.
