DRIVE Focal Point- Ministry of Commerce and Industries (Individual Consultant)

1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE); and intends to apply part of the proceeds of the above project to finance the position of the DRIVE Focal Point (Individual Consultant) for the Ministry of Commerce and Industries.
2. Responsibilities: The focal point will work closely with the World Bank to strategically prioritize, the specific needs of the Ministry of Commerce and Industries that can be supported under the DRIVE project. The Focal point will also work closely with the steering committee, technical committee and the Project Implementation Unit of the project: All other specific tasks detailed in in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/erms-reference-focal-point-ministry-commerce-and-industries
3. Duration: The proposed duration for the assignment is twelve (12) calendar months from start date.

1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
2. Track record of successful coordination with government and private sector stakeholders with a focus on trade policies
3. Complete fluency and writing skills in Somali and English

• Minimum masters level degree in Public Administration, Business Management, or relevant field.

1. Candidate should possess a relevant postgraduate qualification with a minimum of 5 years

‘experience in Somalia/fragile country context with strong technical leadership in private sector or financial sector environment

1. Readiness to work in multi-cultural environment and respond work to tight deadlines on a continual basis
2. Ability to work with people from different social and educational backgrounds

• Reputable person with good characteristics, knowledge, skills and proven capability in Ministry, Department and Agency planning, development and government policy formulation
• Someone with knowledge of Somalia generally and the sensitivity to the underlying social, economic and cultural context in particular

1. Demonstrated ability to lead a multi-disciplinary project management team, build effective working relations with colleagues and clients, and capable of working under pressure, with good experience in leadership and strategic management of project team at national level
2. Proven experience in Project Management, coordinating, cooperating and negotiating with high level Government officials, donor partners and multitude of local stakeholders
3. A charismatic change agent - with extensive experience in context specific - practical techniques for change management.
4. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
