BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. WFP Somalia’s Country Strategic Plan 2022–2025 focuses on strengthening community resilience, recognizing the interconnected nature of nutrition, safety nets, food systems, capacity strengthening, and partnerships, within the context of chronic drought and frequent climate and conflict-related shocks.
The Operational Information Management and Performance Reporting (OIM/PR) Officer leads and coordinates all OIM/PR activities, ensuring consistent, high-quality information supports evidence-based decision-making and donor confidence.
The Officer manages and develops OIM/PR systems and processes, collaborates across units (Programme, Field/Area Offices, Partnerships, Budget, Supply Chain), and supervises the OIM/PR team, reporting to the Deputy Head of Programme.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Team Leadership & Coordination

Lead, oversee, and coordinate all OIM/PR activities, ensuring standard and consistent information for WFP operations and results to facilitate informed and timely decision-making at all levels.

Supervise, coach, and mentor the OIM/PR team, providing guidance, oversight, and quality assurance of deliverables.

Act as the focal point for OIM/PR within the Country Office, representing the team in internal and external fora.
Reporting & Information Management
-
Lead and coordinate external and internal reporting, including donor, cluster, government, Sitreps, Country Briefs, Executive Briefs, Transfer Reports, and ad hoc materials.

Oversee preparation of the Annual Country Report (ACR) and development of thematic factsheets and information products across cross-functional teams, ensuring quality and coherence with input from relevant units.

Drive innovation and continuous improvement in information management, including regular review of OIM/PR products and SOPs.

Support emergency response and Operational Task Forces (OTFs), ensuring timely and accurate reporting to Regional Office and HQ.

Respond to regular and ad hoc information requests from Regional Office, and Headquarters.
Systems, Processes & Quality Assurance
-
Lead the development, implementation, and assurance of defined quality standards in all OIM/PR processes and products, including mapping information products, reorienting information flow, and defining timelines.

Contribute to the development of systems and tools that support effective OIM, performance reporting, and inter-agency information management in line with WFP and UN policies and practices.

Identify and contribute to corporate performance reporting improvements.
Capacity Strengthening & Collaboration
-
Enhance the capacity of WFP staff and partners to effectively manage operational information and reporting through the design and delivery of relevant OIM/PR training.
-
Collaborate with counterparts in other UN agencies and internally within WFP to ensure consistency in humanitarian information and to complement WFP analysis and information management.

Collate and disseminate political and humanitarian analysis relevant to WFP’s operations and donor policies, trends, and preferences.
Programme Cycle Management
-
Support the drafting, review, and update of the Country Strategic Plan (CSP), ensuring timely and accurate inputs from relevant units.

Coordinate and provide inputs for Country Office budget revisions, ensuring alignment with operational needs and WFP guidelines.
-
Assist in compiling and analyzing data to inform CSP and budget processes.
-
Maintain records and share updates on CSP and budget revision processes with relevant stakeholders.
Coordination of programme evidence
-
Coordinate with the PMLE (Planning, Monitoring, Learning, and Evaluation) and VAM teams to support programme-related evidence generation, including data collection, analysis, and reporting to inform decision-making and programme design.

Follow up on the implementation of CSP evaluation recommendations, ensuring timely tracking, documentation, and reporting of progress to relevant stakeholders.

Document lessons learned and best practices for sharing knowledge within WFP and with partners.

Skills and qualifications
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced University degree in Political Science, Economics, Statistics, Public Health, Information Management or Journalism, Business Management, Social Sciences, or other relevant field; OR First University degree with additional years of related work experience and/or training/courses.
Experience: At least three (3) years of relevant experience with an Advanced University degree OR First University degree with a minimum of five (5) or more years of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development. Experience in leading teams and managing information/reporting functions is highly desirable.
Languages: Fluency (level C) in English language and Somali Language.
Knowledge & Skills:

Excellent oral and written communication skills for diverse audiences.

Strong understanding of OIM/PR concepts, principles, best practices, techniques, and processes.

Proficiency in MS Office (Word, power point, excel), data visualization tools (e.g. PowerBI, Tableau)

Experience with digital tools, emerging technologies, including the use of AI for data analysis, information management, and reporting.

Familiarity with data management systems
-
Strong analytical skills for interpreting qualitative and quantitative information and draw out key messages.
-
Understanding of programme cycle management and the role of evidence in informing programme design, implementation, and decision-making.
-
Knowledge of UN/WFP processes and systems, or ability to learn quickly.
-
Ability to deliver high-quality work under pressure and tight deadlines.
-
Effective teamwork and ability to establish effective working relations with persons of different national and cultural backgrounds.
-
High capacity for organization and cross-functional coordination, with a high degree of independence.
-
Ability to lead, motivate, and develop less experienced/more junior staff.
