Post Title: The Advisor for the Strong Program BRA.
Reporting: the advisor directly reports to the BRA Unite for the reconciliation estabilisation and inclusive politics under the Mayor's office.

Background:
More than three decades of widespread and sustained armed conflict has left the state of Somalia collapsed, Somali communities wounded, trust deficit and deeply divided. Communities who live in the same village, district and region see each other as enemies. This cycle of violence not only left individuals traumatized, but also destroyed trust within and between clans. It prevented people from rebuilding their lives; left communities fragmented, increased the appeal of extremist groups, and inhibited sustainable development.
The Federal Ministry of Interior, Federal Affairs and Reconciliation of Somalia (MoIFAR) along with Federal Member State (FMS) line ministries and civil society actors have successfully developed National Reconciliation Framework (NRF) through a nationwide public consultation process which was finally approved by the Federal Government Council of Ministers in March 2019 based on the outcome of a country-wide inclusive consultation process carried out between 2017 and 2018. A comprehensive implementation plan for a nationwide National Reconciliation Process (NRP) corresponding to the NRF pillars was also finalized in May 2019. As a result of these strategic developments, the federal (MoIFAR) started cascading the process of the National Reconciliation Framework in 2019 to FMSs and Banadir Regional Administration (BRA) to support the development of Regional-level Reconciliation Plans (RRP) District-level Reconciliation Plans (DRPs) to fully launch and implement NRP work and wadajir framework to build the DCF.
Benaadir Regional Administration, popularly referred to as Mogadishu municipality, is the capital of the Republic Of Somalia. The city, governed by a Mayor, is divided into 20 districts. are Abdiaziz, Bondhere, Daynile, Hamar-Jajab, Hamar-Weyne, Hodan, Howl-Wadag, Hiliwa, Kaxda, Karan, Shangani, Shibis, Waberi, Wadajir, Warta Nabada, Yaqshid Dharkenley Daru-salaam. Gubadley and Garasbaley.
The objective of the project strengthen Democratic and Inclusive Local Governance in Somalia ( Strong.
The overall objective of this project is to strengthen the capacity and participation of the local communities, especially women, and enhance inclusive local governance and administration for effective and accountable basic public service delivery in four Federal Member States of Somalia (FMS)and BRA
Outcome 1: Enhanced local capacity and inclusive participation of the community including women, youth and marginalised groups in peace-building, reconciliation and local governance processes
Outcome 2: Strengthened inclusive and sustainable local governance and administration for effective basic public service delivery
Outcome 3: Strengthened safe, inclusive and protected civic spaces and women’s capacity for their meaningful participation and leadership in strategic advocacy.
Output 4: Operationalization/outreach of an inclusive legal identification eco-system sensitive to the social contract is enhanced and national/regional counterparts are operationally equipped to deliver their institutional mandates effectively and efficiently
Duties and Responsibilities:
The second advisor for the strong program will have the following duties and responsibilities:
1. Diligently work as a team member of the reconciliation unit at the Banadir Reginal Administration (BRA) under the department's leadership.
2. Coordinate conflict mediation activities and prepare outcome reports
3. To prepare a process for reconciliation and peacebuilding activities strong in the program and the report
4. Provide technical support to design results-based reconciliation council formation districts and peace-building activities across Banadir Region District and identify reconciliation gaps where they exist.
5. Support Capacity Building: Enhance the capacity of local councils and government bodies through training, workshops, and consultation forums on governance and service delivery.
6. Collaborate with local district councils and civil society organizations to design and implement democratic governance strategies.
7. Develop, produce, and update a conflict mapping matrix for reconciliation and peace-building activities in collaboration with different partners and national institutions.
8. Support Inclusive Policy Development: Engage diverse groups, including women, youth, and minority communities, to ensure that local governance policies are equitable and inclusive.
9. Provide technical assistance to help finalize a regional reconciliation plan and conflict mapping process through inclusive public consultations across the region.
10. Establish a clear legal framework and guidelines for the operational structure of the local councils at BRA.
11. Foster citizen engagement by organizing community forums, consultations, and workshops that raise awareness about the roles and responsibilities of the local council
12. Ensure that the RRP development, implementation and evaluation processes are well organised and coordinated to promote maximum participation of stakeholders and in consideration with BRA’s Civil Society organisations (CSOs) and other non-state actors.
13. Prepare and provide knowledge-based materials as needed, technical expertise and ensure timely completion of concept notes, proposals, reports and work plans.
14. Plan and facilitate meetings and conferences with reconciliation partners under the leadership of BRA.
15. Coordinate and play a key role in the preparation of reconciliation and peacebuilding programmes and strategic plans.
16. Develop resource mobilisation strategies and facilitate communication with partners.
17. Provide tools and methodologies for the implementation of reconciliation and BRA formation in the future.
18. The officer will be appointed by the BRA directly.
Skills and qualifications
· Bachelor’s degree in public administration in peace and conflict studies, political science, public policy studies or other relevant field (a Master’s Degree is an advantage).
· Minimum of five (5) years of relevant experience in peacebuilding, state building, reconciliation, and conflict management including demonstrable experience in conflict mediation and facilitation of consultative process or worked BRA.
· Sufficient experience in Somalia’s peace and conflict context and Knowledge of Somalia's history, conflicts, politics and culture.
· Proven track record of successfully assuming responsibilities in similar settings.
· Extensive experience and practical understanding of the process of national reconciliation, peace building and conflict resolution in a fragile state environment and insecurity.
· Experience in the use of conflict and risk analysis methodologies.
· Strong presentational, coordination and communication skills in both Somali and English and advanced report-writing skills.
· Strong technology use skills.
