Job description

1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of the Statistics Expert (Individual Consultant) for - Central Bank of Somalia

2 Responsibilities: The Statistics Expert Will review the current practices of the statistical data compilation and dissemination in use within the Statistics Division of the RSD; Prepare a strategic statistical plan and annual work plan which incorporates interventions that addresses the gaps identified in a sequenced manner; Assess the extent to which existing data compilation procedures within the Division are in line with global standards, particularly relevant International Monetary Fund (IMF) manuals and compilation guidelines but also other international statistical standards, rules and procedures with special focus on central banking; Support the CBS in the implementations of the IMF (statistics) mission recommendations, understanding the country’s statistics environment, and providing targeted support to the activities of the Division; Recommend to the CBS critical statistical compilation/collection protocols and information management solutions to enhance both data quality and data management. 3. Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.

Skills and qualifications

4. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

  • a Master’s degree in Statistics, econometrics or Economics is required. A PhD would be an added advantage.
  • Minimum 10 years of verifiable experience in the production of official statistics, of which experience in a central bank setting or national Bureau of Statistics, with in-depth knowledge of the compilation of monetary, balance of payments, real sector statistics, and government statistics using IMF manuals and compilation guides and other equivalent international data dissemination standards.
  • Knowledge and experience of the statistical systems of developing countries, including significant exposure in strategic planning on statistics and coordination of the national statistical systems is required.
  • Knowledge and experience in post-conflict institution building, with good understanding of the issues that arise in official statistics compilation is preferable.
  • Excellent analytical report writing, and presentation skills is required.

5. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
