TITLE: Database and Analytics Coordinator

TEAM/PROGRAMME: RFSA

LOCATION: Mogadishu

GRADE: 3

CONTRACT LENGTH: 1 Year

CHILD SAFEGUARDING:

                   

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Database and analytics coordinator will support implementation of the Adkeeysi RFSA MEAL strategy, focusing on development and implementation of intervention-specific-data management system (MIS) in line with the USAID results measurement strategy. S/he will also play vital role in the development and functioning of the MIS to meet reporting requirements in collaboration with the MEAL team. The incumbent will lead ongoing monitoring and data collection and the annual project data/performance review and planning cycle.

You will work with the Adkeeysi Consortium members to focus on increasing program’s ability to demonstrate the impact of our interventions while engaging the partners on key program data needs, gaps to ensure the program remains on track.

Role Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

KEY AREAS OF ACCOUNTABILITY:

General roles and responsibilities

      Lead the intentional design of a comprehensive data management system for Adkeeysi program in line with the organization guidelines.

 

      Develop data analysis tools, protocols, data flow maps, and conduct and share periodic data analysis to generate actionable insights.

 

      In collaboration with the MEAL team, lead the Activity resilience measurement, project performance evaluation, routine monitoring surveys, post-distribution monitoring (PDM) surveys, etc and identify trends, patterns, and insights that can inform decision making to demonstrate the Activity impact.

      Contributes to the training of survey teams in the field; participates in the monitoring of surveys

 

and interview protocols during data collection; conducts data verification checks and supervises field teams during data collection to ensure data quality

 

      Prepare periodic project data reports and briefs to communicate data findings effectively to both internal and external stakeholders. Including producing periodic analytical reports from Adkeeysi field assessments and research activities to facilitate learning.

 

      Support partners MEAL staff and technical Leads to ensure that partners are collecting and reporting information on all agreed programme indicators.

 

      Ensure the quality, accuracy, and reliability of Activity data collected (By partners) and used in analyses to maintain the integrity of findings and recommendations.

 

      Ensure compliance with Save the Children data protection regulations, ethical guidelines, and best practices in handling sensitive data related to this Activity participants.

 

      Working with strategic learning advisor, plan and facilitate mentoring and training sessions to the consortium staff on data analysis techniques, tools, and best practices to build organizational data capabilities this includes topic around data collection tools development, data aggregation, cleaning and analysis, Visualization, GIS, etc.

 

      Ensure data is cleaned and made available for internal consumption by the Consortium Members to inform decision making.

 

      Supporting the roll-out of new applications, as well as the training in existing applications and online systems

 

      Contribute to the creation, development and sharing of relevant results oriented material ( info graphic dashboards, factsheets, website and newsletters).

 

      Conducts statistical analysis on learning and evaluation quantitative and qualitative data collected and prepares the learning and evaluation findings report.

 

      Provide input and learning to improve the quality of the data system. regular assessments of information, data needs, and structures, identify areas for action, propose solutions, and work closely with relevant operations and technical teams to undertake required actions.

 

      Produce MEAL infographics, statistics, maps, and charts that are reader-friendly and adapted based on the target audience.

 

      Actively participate in technical meetings, trainings and workshops.

 

      Participate in periodic reviews to provide and guide discussions aimed at integrating data-driven insights into project planning and implementation.

 

      Ensure that all Save the Children’s internal and external reporting requirements are met with timely, relevant, disaggregated, triangulated and well analysed data.

 

      Support programme teams and partners with project assessments/evaluation planning, ensuring that minimum criteria for quality evaluations and assessments data are integrated into design and implementation.

Accountability & Participation:

      Adhere and contribute to improvements in existing accountability policies, tools and frameworks to enhance effective accountability mechanisms.

      Work with the accountability focal point to design and manage accountability data structure, and reporting.

 

      By facilitating information sharing with key stakeholders, including partners and beneficiaries, ensure that Save the Children promotes transparency throughout all stages of implementation.

 

      Participate in designing and implementation of studies, assessments and learning in coordination with the consultants and partners.

 

      Seek opportunities for information sharing and learning exchanges with Activity team to champion data driven learnings and insights.

 

      Work closely with the technical Leads, Communications and Media team to ensure that all the data, pictures and stories are available and used for publications and media products are of quality.

 

      Oversees the documentation and dissemination of program achievements, success stories and lessons

 

learned; prepares and contributes to periodic annual programs reports, and IPTT

Skills and qualifications

Minimum of bachelor’s degree in data science, Computer science, Information Technology, and or statistics.

 

EXPERIENCE AND SKILLS

 

Minimum 3-4 years practical experience in M&E system coordination/implementation in international non-governmental organisation.

       Minimum of 3-4 years relevant experience in data management, data analytics and MIS development.

       Extensive Quantitative and qualitative data management skills and analysis skills with advance experience in data analytics application/software E.g. R, Python, GIS, Atlas ti), and PowerBI for visualization is a MUST and will be tested.

       Prior knowledge interacting with a wide range of data types including but not limited to participants survey data, satellite Imagery, panel surveys, etc.

       Computer literacy, particularly in Word, Excel, and PowerPoint.

       Ability to write and disseminate clear and well-argued data analytics products and assessment reports.

 

       Computer literacy, particularly in Word, Excel, Statistical Packages and PowerPoint.

 

       Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.

 

       Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location, values driven teams.

 

       Ability and willingness to dramatically change work practices and hours, and work with incoming surge tasks, in the event of emergencies.
