Job description

Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative FAO Somalia, and the direct supervision of Senior Programme Officer/Head of programme.

Technical Focus 

The incumbent will be responsible for promoting FAO’s environment and natural resources portfolio in Programme Office, Somalia, and its contribution to sustainable development.  S/he will also work closely with the FAO Somalia senior management and programme teams and will develop and maintain strong working relations with FAO’s key government counterparts (at federal, regional, and local levels), appropriate UN agencies, international organizations, donors, and other development partners.

Tasks and responsibilities

Sector Coordination and Reporting

• Leads the preparation and/or review of Country Programming Framework (CPF) 2022 -2025 and its operationalization, reporting and work plans and the supporting budgets/and/or resourcing strategies relating to environment and natural resources programmes/projects/activities.

• Supervise finance and administration for the same programmes/projects and prepare reports for partners.  

• Provide functional and technical guidance for all environment and natural resources relevant to both development and emergency operations at sub-national and national levels, considering the Horn of Africa regional context.

Technical Representation / Advocacy

• Regular liaison with key technical representatives of the Ministry of Environment and Climate Change (MOECC) and Federal and State level government line ministries with responsibility for the productive sector development i.e: Agriculture and Irrigation (MoAI), Livestock, Forestry and Range (MoLFR), Fisheries and Marine Resources (MoFMR) and Ministry of Energy and Water Resources (MoEWR).

• Advocacy for FAO environmental priorities in key UN, Government and Donor development fora, including the UNCF Environment Task Force, the Water Management and Flood Task Force and NDP-9 Pillar Working Groups 3 and 4 (economic and social development).

• Advocacy for FAO environment priorities in other Mogadishu-based Country Team and Donor meetings as required.

• Regular liaison with relevant FAO HQ and Regional-based environment teams and country representatives / focal points for multi-lateral funding agencies, including the Global Environment Facility (GEF) and the Green Climate Fund (GCF) readiness programme for mid-2021.

Programming / Programme Development

• Management / coordination of FAO’s contribution to the UNCT Environmental Task Force and technical support for the roll out of relevant commitments on natural resources management, biodiversity, climate smart agriculture and climate change mitigation and adaption under the Somalia Mutual Accountability Framework (MAF) and the UNSDCF.

• Identification of new FAO development programme opportunities with particular emphasis on environmentally sustainable development strategies in the agriculture, fisheries, and livestock sectors.

• The formulation of technical proposals for potential funding agencies including GEF and GCF and potential national level donors e.g., the World Bank and the EU.

• Provision of direct technical support and policy advice to the MOECC, MoAI, MoLFR and MoFMR on an as needed / requested basis.

• Make use of data at the national level to create and maintain comparative advantage, with the consultant working with data to. 

• Underpin evidenced based approach to programming.

o Identify critical gaps in data (which need to be addressed for developing the evidence base) and

o Closing the gap for national reporting (and the SDGs that FAO is custodian of).

Strategic / Senior Management Support

• Technical support to FAO senior management in relation to key environmental issues, including the production of strategy papers, briefing notes, and talking points as required.

• Ensure coherence within ongoing projects (PROSCAL, FISHERIES, ILWRM, etc.) to support joined up efforts from FAO, for the public policy domain.

• Participation on the UNCT programme team (PMT) and contributions to key UNCT and Mission Reports, including the SRSG’s quarterly reports.

Skills and qualifications

Minimum Requirements

• University degree in Environmental/ Natural Resources Management or other relevant discipline from a reputable institution. 

• At least twelve years of relevant experience (COF.REG) or fifteen years of relevant experience (PSA.SBS) in field evaluation of Environmental & Natural Resource Management

• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian for COF.REG. Working knowledge of English (level C) for PSA.SBS.

Technical/Functional Skills

• Work experience in more than one area of work, particularly in field positions, is essential.

• Extent and relevance of experience in providing technical guidance in the context of environment and natural resources management including water and land resources management, crop/livestock/fisheries productivity and/or sustainable agriculture and rural development programmes.

• Extent and relevance of experience in planning and implementation of programmes related to environment and natural resources management. 

• Demonstrate ability to mobilize resources for major projects especially climate funding from GCF, GEF, Adaptation and other funds.

• Relevance of experience in managing donor funded projects.
