    Context:

    Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include most notably, the persistent threat of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land, and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals.

    While the transition, recovery, and development needs of Somalia, after almost 3 decades of civic conflict and violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace and security, particularly at community levels. Currently, several regions remain at risk of deteriorating into clan-based conflict and falling under the occupation of violent extremist groups, in the absence of consolidated, strategic support for stability.

    Since 2016, IOM has been supporting the government to lead, and for communities to drive transition and recovery processes in areas impacted by displacement, conflict, and violent extremism. These programmes, which are implemented through IOM Somalia Country Office’s (CO) Transition and Recovery Pillar (TRP), are intended to promote peace, security, and stability in fragile and displacement affected areas of Somalia.

    Under the overall supervision of the Senior Programme Coordinator (TRP) and HoSO (TRP) and the direct supervision of the Senior Programme Coordinator (Community Stabilization), and with coordination with the Regional Monitoring and Evaluation Officer and the IOM Somalia CO’s Programme Support Unit (PSU) and in particular the PSU MEAL Coordinator, the Monitoring and Evaluation Officer will be responsible for managing the monitoring, evaluation, learning, reporting and communicating functions of all programmes and projects with the Community Stabilization Unit (CSU) portfolio and managing their relevant and effective implementation, in line with the specific donors’ requirements and aligned with the CO’s MEAL framework and strategy.

    Core Functions / Responsibilities:

    Institutional and Operational Set-Up

    1.  Supervise and guide the implementation of Monitoring and Evaluation (M&E) activities of the CSU within the CO according to the projects/programmes/strategy , in close coordination with the Project/Programme Managers and other relevant IOM staff and partners.

    2.    Oversee the development of tools and systems to monitor the implementation of projects/programmes and/or strategies within the CSU focusing on activities, results, expenditure, budget, risks and assumptions.

    3.  Provide substantive inputs to strengthen capacity of IOM CSU staff and partners to carry out M&E activities in the unit through training, mentoring and coaching.

    4.  Regularly update the evaluation and monitoring plans for projects/programmes/strategies at the CSU and share the evaluation plan with the CO’s Head of PSU and MEAL Coordinator on regular basis.

    5.  Collaborate with the PSU and MEAL Coordinator in development and implementation of CO’s Monitoring system.

    6.  Actively engage in M&E activities with other UN Agencies at the country level, particularly on possible joint monitoring missions and joint evaluations such as thematic evaluation and United Nations Sustainable Development Cooperation Framework (UNSDCF) Evaluation.

    7.   Document good practices and lessons learned through analysis of monitoring findings and evaluation reports, and share with relevant IOM project staff, management and partners.

    8.   Facilitate regular feedback from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field units of CSU.

    Reporting and Communication

    9.   Support Project/Programme Managers in compiling periodic donor reports in line with the M&E plans and agreed reporting schedules, as well as the Head of PSU in compiling data for UNCT reporting requirements.

    10.   Support the PSU Head and MEAL Coordinator in providing comprehensive inputs for materials requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT) or individual agencies, Government institutions, Donors, IOM relevant Units at HQs, RO and/or other partners.

    11.  Supervise CSU Implementing Partners (IP) by receiving and reviewing progress reports in a timely manner as per agreement with IOM, UN and donors terms and conditions.

    12.   Provide technical support to IP to improve the quality of data collection, consolidation, analysis and reporting through capacity building and regular monitoring visits to the field.

    13.   Support the CSU’s and Pillar’s communication strategy through documenting CO’s CSU activities such as capturing case studies, life changing stories for donor/UN reports, contributing to updating CO’s social media accounts and producing quarterly newsletter and local media briefings.

    14.  Contribute to the preparation of meetings and events, to include donor/UN briefings, donor visits, conferences.

    15.   Proactively seek funding sources among potential donors (including private), in line with CSU's and the Pillar’s overall strategy. Manage overall fundraising data and information.

    16.   Manage submissions for the IOM global institutional reporting processes including the Institutional Questionnaire and Migration Initiatives.

    17.   Manage, locate and analyze specific migration related trends and data relevant to CSU activities in the country.

    Project Development Support

    18.   Identify new Project Development opportunities and contribute to its activities in close coordination with Head of PSU, Project/Programme Managers, and RO’s Thematic Specialists in line with IOM global frameworks and CO’s strategy.

    19.  Provide inputs for the development of Results Matrix, and descriptions on monitoring section and evaluation of project proposals/strategies.

    20.    Participate in UN, donor, sectoral, working groups, and other meetings aimed at development of new projects.

    21.  Perform such other duties as may be assigned.

    Skills and Qualifications

    Education

         Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,

      University degree in the above fields with seven years of relevant professional experience.

    Experience

      Experience in project conceptualisation, development, monitoring, reporting and evaluation;

      Experience in project development and capacity-building activities;

     

      Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,

      Experience in organizing consultations, workshops and seminars with high level stakeholders.

    Skills

      Strong writing and research skills;

     

      Excellent communication and analytical skills;

     

       High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;

      Strong interpersonal and teamwork skills;

     

      Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;

      Familiarity with financial and business administration;

     

      Sound and proven understanding of internal and international migration issues in the country and in the Region;

       In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

     

      Knowledge of UN and bilateral donor programming and institutional requirements.

    Languages

    IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

    For this position, fluency in English is required (oral and written). Working knowledge of regional languages is an advantage.

    Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
