I.       Background

The Ministry of Labor and Social Affairs of the Federal Republic of Somalia is mandated to govern, develop, coordinate, and oversee all vocational training programs. This sub-sector plays a pivotal role in the nation's development by rehabilitating the Technical and Vocational Education and Training (TVET) system. This system, vital and indispensable for the country's progress, requires significant attention and reform. Decades of civil conflict in Somalia have led to significant skill deficits and high youth unemployment. In partnership with the African Development Bank (ADB), the government has launched the Skills for Employability, Inclusion, and Productivity Project (SEIP) to address these challenges. The collapse of the Somali state in 1991 has destroyed public institutions, particularly impacting skills development, presenting ongoing challenges in Somalia’s socio-economic development priorities and overall rebuilding efforts. The prolonged conflict that ensued from the fall of the central government in Somalia has led to a significant exodus of qualified trainers and skilled professionals, resulting in damaged facilities and a deteriorating vocational training and educational infrastructure. The Ministry of Labor and Social Affairs, recognizing the urgent need for change, has partnered with the African Development Bank (ADB) to launch the Skills for Employability, Inclusion, and Productivity Project (SEIP). This project, a beacon of hope for the TVET sector, is poised to bring about a significant and transformative change. The primary goal of the SEIP project is to strengthen technical and vocational skills development to enhance youth employability and contribute to inclusive economic growth. Key components of the project include entrepreneurship development, project management training, and the revitalization of the TVET sector through the rehabilitation of the National Institute of Skills and Vocational Training (NISVT) in Mogadishu, formerly known as the IVTC Center and known locally as Xero-Jarmal.

Since its reopening in 2019, the National Institute of Skills and Vocational Training (NISVT) has provided vocational training programs to Somali youth, particularly women and vulnerable communities. The institute's unwavering focus on quality, demand-driven training is a testament to its commitment to ensuring that the future workforce is well-prepared and skilled.

As a MoLSA project, the NISVT needs highly qualified individuals to fill the crucial roles of Master Trainers and TVET Instructors. These positions are of utmost importance in delivering high-quality training programs and preparing students for successful careers in eight vocational fields, particularly in the context of the SEIP project.
