Position Title : Labor Market Consultant (LMC)

Job Summary:
Background to The Next Economy (“TNE”)
The Next Economy program (https://next-economy.com/en/ ) aims to create employment for young men and women in Somalia. Employment may be created through entrepreneurship or as employee of existing firms. In collaboration with the private sector and by adopting an innovative approach, vulnerable youth (18-35) are inspired, trained, coached and financially facilitated to start a business. Youth looking to be employed instead of becoming an entrepreneur, will be prepared and coached towards a decent job.
From 2016 to 2019 TNE managed to generate a substantial number of employees for youth in Somalia. Based on the successful implementation of the program in 2016-2019, the Dutch Ministry of Foreign Affairs decided to support another 4 years of TNE Youth 2020 to 2023. This program is centrally managed by SOS Children´s Villages.
The funnel approach of the TNE program to support youth goes from core life skills training to employment or entrepreneurship. Please note that the ´Labor Market Consultant´ only relates to the Employability track, not the entrepreneurship track.
Deliverable -Milestone
The Labor Market consultant will involve in the program to forge new partnerships with employers, corporates, and other stakeholders of the program. They facilitated external connections for the TNE participants for the employability track to secure internships and decent job placement for the Next Economy program participants.
This Terms of Reference outlines an assignment for a Labor Market Consultant for the period from May 2023 – August 2023 in Mogadishu Somalia. The role of the Labor Market Consultant within The Next Economy program has 3 objectives:
- Create partnerships and network access for the Program,
- Create the right type of advocacy addressing economic opportunities and un(der)employment amongst youth.
- Support and strengthen Internship and decent job placement for program participants within the local ecosystem.
- Support Communities in the business market for providing employment opportunities to the youth participating in the program.
- Labor market consultants should be well-networked, problem-solvers, who might also be business facilitators or coaches.
- To achieve the above activities and deliverables, the Labor Market Consultant will collaborate closely with TNE program staff and TNE partners.
- The Labor Market consultant will present a plan of action detailing the exact activities and timing for as soon as possible after the contract signature.
- They take pride in being an ambassador of the TNE program in order secure employment opportunities for the unemployed youth in the program.
- The above outline of activities and deliverables is subject to inputs from the selected Labor Marker Consultant. If certain activities need to be amended or replaced, He/she r is encouraged to suggest them.
Monitoring & Reporting
The Labor Market Consultant is expected to participate in a monthly update with the program team for every month. In addition, the Labor Market Consultant will communicate directly and individually with the internship and decent job providers to arrange activities. The labor market Consultant will report to the Next Economy Coordinator
The Labor Market Consultant is responsible for the following reporting deliverables:
- An action plan for assignment to be submitted in May 202
- Quarterly reporting for following the activities and indicators listed under ´ TNE Activities & Deliverables.
- Any ad-hoc requests for insights or data as required by the TNE program management.
Duration of Assignment
The labour market consultant will be required to undertake the above assignment in 4 Months’ time starting from 1st June to 30th September 2023.
Skills and qualifications
Qualifications and Competencies
- Master’s degree in any of the following subject Economics, Business Administration Development Studies, or equivalent working experience
- Experience or youth Empowerment in one of the following fields is an asset: Entrepreneurship, startup, decent job and internship.
- understanding of youth program especially in the sectors of employment, internship and decent job placement.
- He/she should have 3-5 years’ extensive experience in youth program, securing decent and internship through partnership.
- A thorough understanding of skill training approaches is required.
- The Candidate should have the following competencies, leadership, and innovation, flexible, self-drive and have the ability to work very fast and under strict deadlines.
- The candidate should have excellent skills in networking and partner engagement.
- Excellent interpersonal, communication skills with the ability to represent program and develop partnerships with internship providers.
