Senior Logistics Officer
Applications are invited from suitably qualified candidates for the following positions:
Job Title: Senior Logistics Officer
Reports to: Logistics & Transport Coordinator
Liaises with: All programme staff
Job Location: Mogadishu- Somalia
Contact Details: One-year contract with the possibility of extension (depending on funding availability). The incumbent will undergo a three-month probation period.
Job Summary:
Under the direct supervision and guidance of the Logistics and transport Coordinator, the Senior Logistics Officer will be responsible for the procurement of programme goods and services, maintaining proper documentation and filing system, oversee the transportations, contract preparation, asset and inventory management. With support of the Logistics and Transport Coordinator, the Senior Procurement Officer will be responsible that goods and services required are purchased in the most timely and cost-effective manner, with due regard to quality while maintaining accountability and transparency at all times.
Main duties & Responsibilities:
- Adhere to Concern’s procurement policy and procedures based on best value for money in price, quality, quantity, delivery time, etc. Actively engage in the purchase of goods, services and works for Concern programmes.
- Check all supply requests and ensure the necessary description, proper coding, and signatures are in proper order before procurement commences
- Receiving, checking and timely delivery of supplies and equipment to programme locations or sites as requested and ensuring timely processing of suppliers’ payment.
- Ensuring proper utilisation of all logistical documents; GDN, GRN, SR, Stock cards, etc. in the Somalia programme and offices.
- Completes the Supplies Request (SR) tracking sheet and share with Logistics Coordinator.
- Ensure that the preferred suppliers list and price index are updated on a quarterly basis.
- Maintaining proper documentation and filing systems for the Concern Logistics department while ensuring that all paperwork is complete in line with Concern procedures.
- Ensure proper storage of supplies and equipment in line with Concern’s procedures and standard.
- Participate when necessary procurement and tender committees meetings.
- Ensure that each tender process undertaken by Concern has a separate tender file with all that tender related documents are kept in the file.
- Uphold and maintain good relations with all vendors/suppliers.
- On a quarterly basis, maintain accurate and up-to-date fixed asset and inventory registers for all Concern properties. Ensure that physical asset counts are conducted on quarterly basis
- Ensure tagging of assets purchased upon receipt from suppliers
- Record any movement of assets within or outside of Concern premises
- Communicate with staff on issues affecting the procurement of goods and services.
- Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
- Provide technical support to the logistics assistant for the preparation on transport payment process.
- In the absence of the logistics assistant, manage Concern transport in line with Concern policy and procedures.
- Do any other duties as assigned by the line manager
Accountability
· In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
· actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
· work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
· Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Skills and qualifications
Person specification:
· University Degree in Logistics, Business Administration or any other related field.
· Certificate from the Chartered Institute of Purchasing and Supply, UK or a similar institution will be an added value
· At least three (3) years of work experience with an international NGO in a similar role
· Excellent communication skills
· Good team player, flexible and capable of working under pressure and with a multicultural team
· Excellent written and spoken English
· Commitment and sympathetic to Concern’s goal, values and principles
· Knowledge of computers: word processing, excel and database management packages
