VACANCY ANNOUNCEMENT – SECURITY AND RISK MANAGER

PROJECT OVERVIEW
Nabadgelinta Soomaaliya (also known as ‘Nabadgelinta’) works with both security and justice providers, and the people they serve, to help create a safer, stronger Somalia. The programme recognises the critical role that improved safety, security and access to justice has in establishing the foundations to lasting peace and political settlements in Somalia.
Nabadgelinta will support Somalis to identify and articulate the challenges they face in accessing security and justice and to develop joint solutions that lead to visible, practical change in their experience and trust in the security and justice systems.
Through approaches that enable informed and inclusive dialogue and negotiation, the programme seeks to transform how individuals, communities and institutions in Somalia can work together to create fairer, more efficient, and more accountable systems for security and justice.
As part of a larger pool of local and international organisations implementing the programme, EAI is leading a consortium that includes the BBC Media Action, Perspective Media and the Somalia Women Studies Center (SWSC) to deliver the SBCC and Community Outreach component of the Nabadgelinta Soomaliya program that will be implemented in Jubbaland and the Southwest States of Somalia during the first phase and then expanded to other states in Somalia.
Nabadgelinta will work towards two broad outcomes namely:
- Enhanced resolution of specific security and justice problems identified as priorities by Somalis in target locations.
- Leveraging, through learning, social and political influence to effectively catalyse wider programmatic, policy and systematic change to ensure that the impact of Nabadgelinta Somaaliya is not only felt within our immediate focus areas, but extends into issues and geographies beyond the programme.

Security and Risk Manager

POSITION SUMMARY
EAI Security and Risk Manager will support the implementation of the programs in Somalia, the Security Manager will be responsible for day-to-day security management in EAI areas of operation. He/She will lead the development of assessments, procedures, and guidelines including Security Risk Assessments (SRAs), Security Risk Management Plans and Specific Activity Security Plans. The Security Advisor will directly report to the IP2 Team Leader and work closely with the Security Advisor based in Nairobi as well as the Leadership Team.
KEY RESPONSIBILITIES
- Develop, maintain, and lead the safety and security program for the EAI country office to fulfill duty of care requirements to staff and business continuity requirements to activities.
- Provide technical support to the country leadership on all policies, procedures, guidelines and planning for staff safety, operational security, and program continuity.
- Work with leadership to develop and consolidate programmatic contingency plans to include but not limited to,:fire safety, medical evacuation, emergency evacuation, shelter-in-place, and cybersecurity breaches.
- In close coordination with relevant staff from the senior team, ensure that the valid Standard Operating Procedures and Contingence Plans are in place for IP2 under the Nabadgelinta Soomaaliya programme.
- Conduct due diligence risk assessments of contracted and prospective service providers.
- Follow up on actions to be taken to ensure compliance with safety and security standards.
- Evaluate, review, and update the Security Plan for EAI.
- Maintain the project’s travel risk management program.
- Perform and update all travel security briefings and documents.
- Visit EAI Somalia program office on a regular basis. Conduct risk assessments of the safety and security at the offices according to the present and possible future safety and security situation in their area - ensure that minimum safety and security standards are being met.
- Coordinate and communicate with external agencies and partner organizations.
- Submit Monthly security assessment reports and regular analysis or flash reports as needed.
- With support from the EA Country Director, Finance and Operations Manager, Team Lead and Security Advisor, be responsible for ensuring programs are delivered in a safe and secure manner.
- Continuously review security situation in the area and coordinate leadership team on all matters related to safety & security.
- Ensure that security management protocols and procedures are regularly updated and adopted consistently by all the staff.
- Ensure that EAI Risk Management, Safety and security protocols are streamlined in carrying out all activities in the area and adequate measures are in place to mitigate any potential risk to the office, staff & assets.
- Ensure staff are trained on, aware of and in compliance with EAI Safety and security protocols and SOPs.
- Conduct Safety and Security Induction for the new staff Joining EAI.
