- Background: The Republic of Somalia has received financing from the World Bank towards the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP) project; and intends to apply part of the proceeds of the above project to finance the position of the digital infrastructure specialist (Individual Consultant) for Ministry of Communications and Technology
2 Responsibilities: The digital infrastructure specialist Will Act as primary technical advisor, lead and program manager for all digital infrastructure and broadband access related activities envisioned under the project, including cross-border terrestrial connectivity, last-mile connectivity, as well as policy and regulatory support for broadband market development; Support the coordination of related technical assistance and works financed by the project, collaborating with concerned stakeholders and beneficiaries to determine gaps and needs (as they evolve), provide technical advice, ensure effective planning, smooth implementation, adequate quality assurance, follow-up, maintenance and support. Stay abreast of emerging broadband market and digital infrastructure trends, in order to advice management and project stakeholder on new developments and emerging best practices that may positively shape project design,

- Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.
Skills and qualifications
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Bachelor’s Degree in Computer Science, Computer /Network Engineering, Information and Communication Technology (ICT), Information Systems or equivalent, with a minimum 10 years of relevant work experience; or
- Master’s Degree (preferred) in Computer /Network Engineering, Information and Communication Technology (ICT), Information Systems or equivalent, with a minimum of 7 years of relevant work experience.
- Industry certifications and project management certification is an added advantage.
- Knowledge of Somalia context, and the sensitivity to the underlying social, economic and cultural context in particular will be considered as an advantage.
- Experience working with development partners in the capacity of a technical specialist or project management, including World Bank, AfDB or others is advantageous
- The Ministry of communication and Technology now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. - Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
