Background
The Ministry of Interior Federal Affairs & Reconciliation (MOIFAR) of the Federal Government of Somalia is responsible for the state-building, reconciliation, and Federalism portfolios of the Federal Government of Somalia. MOIFAR has recently concluded a nationwide review process on the National Reconciliation Framework (NRF) and National Reconciliation Process (NRF) as “Reconciliation” is one the political commitment that is central to all national priorities based as identified in the government’s moto, ‘Somalia at peace with itself and the world”. It is on this basis that the National Reconciliation Framework (NRF) and National Reconciliation Process (NRF) has been reviewed. The of the revised version of the NRF/NRP with benchmarks will guide the overall implementation of the process of Somalia at Peace.
Implement National Strategy for Comprehensive and Genuine Reconciliation is among the top government strategic priorities out of nine under the Genuine & Comprehensive Reconciliation agenda under Pilar 3: Somalia at Peace with Itself. In accordance with the terms outlined in the government’s political programmes, the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) takes the primary responsibilities to ensure these political programmes that relate to Genuine & Comprehensive Reconciliation are achieved in according with the National Reconciliation Framework (NRF), National Reconciliation Plan/Process (NRP) and other national or international frameworks in close coordination and collaboration with the PBF Secretariat in the Integrated Office of the UN DSRSG/RC/HC for Somalia.
With that background, the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) is currently recruiting a qualified National Reconciliation and Peacebuilding Advisor to support the strategic planning and the execution of MOIFAR’s plans toward implementing National Strategy for Comprehensive and Genuine Reconciliation and support and capacity development for joint analysis, design, and coordination of PBF interventions in Somalia through the implementation of the signed Letter of Agreement (LOA) with UNDP Somalia under the support and capacity development for joint analysis, design, and coordination of PBF interventions in Somalia” project.
GENERAL FUNCTIONS
The role of the National Reconciliation and Peacebuilding Advisor is to be the lead advisor under the support and capacity development for joint analysis, design, and coordination of PBF interventions in Somalia” project. The specific tasks that the Advisor will undertake include:
· Support the development of a suitable PBF steering mechanism co-chaired by MOIFAR and the UN (aligned with the Government’s aid architecture)
· Coordinate efforts between MOIFAR and the UN to ensure the functioning of the steering mechanism that will oversee the PBF portfolio of projects in Somalia and agree on strategic directions and new projects to be submitted for funding requests until the end of the current PBF eligibility period in July 2025
· Provision of advisory services to MOIFAR focusing on social cohesion and reconciliation
· Support liaison with the UN system and the PBF in particular to mobilize technical and financial support from and facilitate partnerships with the UN system and beyond to support gender-, youth- and conflict-sensitive peacebuilding and reconciliation interventions
· Advise MOIFAR, PBF and its partners to design and implement reconciliation interventions and policies/ strategies, ensuring that all conflict parties are included and communities most affected by or at risk of conflict can benefit equitably from reconciliation and peacebuilding interventions
· Advise on and support the process of developing and drafting strategic documents/ frameworks for the decision-making of the PBF steering mechanism in close collaboration with MOIFAR and the PBF Secretariat
· Work as a focal point in MOIFAR to ensure the functioning of the PBF steering mechanism in close collaboration with the PBF Secretariat (including liaison with other ministries/ authorities involved in the steering mechanism and/or in the implementation of PBF-funded interventions)
· Link MOIFAR with UN agencies to foster support for reconciliation and peacebuilding interventions and enhance coordination and collaboration between these and other actors
· Review and provide inputs into the development of new projects proposed for PBF funding requests
· Technically support and facilitate conflict analysis, thematic reflections, consultations, etc. related to the PBF portfolio and MOIFAR’s work on reconciliation and peacebuilding
· Support and advising on the design and implementation of monitoring, evaluation and learning activities related to the PBF portfolio
· Ensure that the work of the PBF secretariat and staff can be carried out in ways to strengthen the work of MOIFAR in areas such as donor management, monitoring, evaluation, reporting, etc.
· Identify new opportunities for MOIFAR’s and the UN’s peacebuilding engagement with other Government authorities, civil society as well as IFIs to advance joint priorities in the area of reconciliation and peacebuilding
· Ensure adequate involvement of and coordination with Federal Member States in design and implementation of PBF interventions and strategies
· Advance the role of women and youth in peacebuilding across all of the above responsibilities in order to promote Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) across the PBF portfolio as key cross-cutting and focus areas
· Perform any other tasks as required.
Skills and qualifications
· Masters’ degree in related academic discipline and at least 10 years of professional experience in peacebuilding, reconciliation, and on Somalia’s state-building process.
· First level degree with at least 15 years of professional experience in a senior national level where in-depth knowledge of peacebuilding, reconciliation, and Federal political systems development, and implementation of federal governance as an essential requirement;
· At least 10 years of professional experience in fragile or conflict affected countries
· Specific experience in carrying out the tasks described in this TOR;
· In-depth knowledge and understanding of political governance systems;
· In-depth knowledge and understanding of public administration development issues
· Demonstrated knowledge in the cross-cutting themes of capacity development and gender;
