JOB TITLE: Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant

LOCALIZATION: Based in Mogadishu but with frequent travel to all Medair Somalia project locations.

• Under the supervision of the Monitoring Evaluation Accountability and Learning
Responsibilities
(MEAL) Officer, the MEAL Assistant will be responsible for providing technical
support for smooth implementation and coordination of the project monitoring,
evaluation, and learning system within an integrated framework.
Key tasks
The primary objective of MEAL assistant is to:
• Facilitate timely data collection from the source before, during and after
program interventions.
• Verify data from the field, do initial cleaning and analysis to determine
completeness.
• Accurately enter data from project sites into the database, ensuring high
standards of Accuracy, Consistency and Timeliness
• Analyse the data collected using the provided monitoring evaluation and
learning software/tools and provide quality reports to M&E officer and Project
Managers
• Support the MEAL Officer in promoting integrity of programming data, including
compliance with ethical standards and information-sharing protocols.
• Carry out planned monitoring and evaluation activities against project
indicators.
• Carry out Post Distribution Monitoring (PDMs) periodically.
• Support internal and external field monitoring missions in various project sites.
Implementation of the
• In coordination with the MEAL Officer and Project Managers, promote the use of
M&E system
monitoring, evaluation, and learning tools at all levels of project interventions.
• Support project teams in developing monitoring, evaluation, and learning plans,
as appropriate.
Exploitation of M&E data
• Assess the scope, timeliness and progress of project deliverables and feedback to
M&E officer and Project Managers
• On a quarterly basis, provide report to MEAL Officer and Project Managers on
actual vis a vis planned project performance as set out in the log frame.
Reviews
• Support in programmatic evaluations, assessments and surveys.
• Ensure that assessments meet donor standards and Medair M&E guidelines.
• Follow up on implementation of recommendations from evaluations.
• Support in the documentation of survey findings and determination of lessons
learnt
Skills and qualifications
Vocational qualification
• University degree in relevant field (Such as Statistics, Data management, Social
Science, Biostatistics or any relevant field)
Work experience
• At least 3 years’ experience in a similar field of activity with a humanitarian NGO.
Languages
• Fluency in English (written & spoken)
• Fluency in Somalia (spoken & written)
• Excellent interpersonal and report-writing skills
IT
• Proficiency and experience with mobile data collection such as ONA,
CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS,
STATA, or other similar software. Knowledge of Tableau, Power BI, Qlik, or GIS
software tools are additional assets.
