Job description

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implementWHO country cooperation strategies that are aligned with Member State's healthand development agendas, and harmonized with the United Nations country teams.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:Administer the E-Imprestsystem, Ensure proper implementation of financial procedures, systems andinternal controls according to Global Management System (GSM) instructions andWHO rules. Select and enter data fromvariety of documents, ensure accuracy in calculations and attach necessarysupporting invoices or receipts of payments and payment authorizations.Record all expenses andreceipts in the e-imprest and reflect it in the GSM in a timely manner. Monitorthe unposted items in the cash book and take necessary steps to clear them incoordination with Global Service Center (GSC). Initiate, verify and processfinancial transactions and payments for WRO office and sub-offices related tostaff and non staff costs, purchase orders, local purchases, etc, based onauthorizations received from EMRO and GSC.Process e-imprest transactions and monitor imprest GL's including processingand reviewing of purchase orders for services - Imprest, DFC's, GES snd otheractivities with the aim to ensure accuracy of financial data, adequacy ofsupporting documents and maintenance of proper accounting records.Reconcile country office cashbooks and justify any difference in reconciliation; prepare cash counts and toreconcile with the cashbook on a monthly basisFollow up on the transfer of program funds andaward budgeting GSM workplans. Monitorawards expiry dates, alert responsible staff, and initiate action forexpenditure batches. Review and follow up onencumbrances and unapplied receivable balances, process and monitorrevisions of amounts vis-a-vis award distribution by SO/OWERCompare cash books with bank statements to computegain and loss in exchange rate on monthly basis and liaison with officials oflocal banks to obtain day-to-dayinformation on exchange rates, Prepare financial tables, special reportsand other ad-hoc reports. Initiate correspondence and answer queries related toarea of work.Updateand maintain financial records and monitoring systems to record and reconcileexpenditures, balances, statements and other data for day-to-day transactions. . Replace and assist other colleagues in the team andperform other related financial and administrative duties as required

Skills and qualifications

Education

Essential: Completion of secondary education; training in business administration/commerce and or technical courses in a field related to the work performed.
Desirable: Universitydegree in accounting, commerce or business administration is an asset.

Experience

Essential: At least five years of related experience in accounting and/or administrative work.
Desirable: Relevant experience in the UN system

Skills

Soundknowledge of the organization's policies and regulations in general, and inparticular, regarding project activities and financial procedures. Verygood organizational skills. Goodknowledge of banking regulations and local laws. Provenanalytical and effective communication skills.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,589 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
