Position Title: Monitoring and Evaluation (M&E) Officer
Organisation : Tubsan National Centre for Preventing and Countering Violent Extremism (P/CVE)
Duty Station: Mogadishu, Somalia
Supervisor: Tubsan Director General or his/her designated representative
Background
The Tubsan National Centre for Preventing and Countering Violent Extremism (P/CVE) plays a central role in coordinating national efforts to prevent radicalization and counter violent extremism in Somalia. Aligned with the National PCVE Strategy of 2024, the Centre is responsible for implementing programs, monitoring results, and ensuring that interventions are data-driven and evidence-based.
Monitoring and Evaluation (M&E) is a critical component in measuring the effectiveness and impact of Tubsan’s programming. As such, the Centre seeks to recruit a qualified Monitoring and Evaluation Officer to lead the development and implementation of M&E systems and support program learning and improvement across all activities.
Duties and Responsibilities
The M&E Officer will work under the direct supervision of the Tubsan Director General or a designated representative. Key responsibilities include:
* Develop and implement M&E frameworks, tools, and indicators aligned with Tubsan’s strategic objectives.
* Monitor and evaluate the performance of P/CVE programs and projects.
* Conduct regular field visits to assess project implementation and ensure data quality.
* Maintain a comprehensive and up-to-date M&E database.
* Collect, analyze, and interpret data on program outputs, outcomes, and impact.
* Prepare monthly, quarterly, and annual M&E reports.
* Document best practices, lessons learned, and success stories.
* Provide training and capacity-building support to staff and implementing partners on M&E tools and practices.
* Contribute to policy development through data-driven analysis and reporting.
* Contribute to the development of policy and strategy documents by providing analytical insights based on program performance and trends.
* Ensure that all M&E activities adhere to data protection standards, ethical principles, and conflict sensitivity guidelines.
* Collaborate with project teams to integrate M&E activities into project implementation plans.
Competencies
* Strong knowledge of M&E frameworks, methodologies (qualitative and quantitative), and tools.
* Proven ability to analyze complex data and draw actionable conclusions.
* Excellent verbal and written communication skills in Somali and English.
* Ability to work collaboratively across departments and with external partners.
* Ability to identify challenges and provide appropriate solutions.
* Demonstrated commitment to ethical conduct, transparency, and data confidentiality.
Skills and qualifications
Qualifications
Education:
* A Bachelor’s degree in Monitoring and Evaluation, Public Administration, Management, Development Studies, Statistics, Economics, Social Sciences, or a related field.
Experience:
* A minimum of 2 years of relevant professional experience in monitoring and evaluation, results-based management, or performance reporting, preferably in governance, peacebuilding, or P/CVE-related programs.
Language Requirements:
* Fluency in both Somali and English (written and spoken) is required.
