Job Title: Management Services Officer

Contract Type/Grade: Fixed-Term NOA

Contract Duration: 12 months - Renewable.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

       Assist with the preparation of Management Services components of WFP’s Country Strategic Planning (CSP) and Resource Planning aligned with country and wider WFP’s strategies and policies to facilitate efficient and effective service delivery.

       Support preparation of functional annual plans and implementation of policies, procedures, processes, standards, and systems to support WFP’s strategic objectives.

       Collate data and prepare basic analysis to support efficient planning and decision-making.

       Assist in the identification of requirements pertaining to resources aiming at efficiency, cost-effectiveness, and timeliness of operations and services.

       Maintain working relationships with WFP’s internal and external stakeholders, other UN agencies and government entities ensuring relevant exchange of data and identifying areas of potential improved alignment of operations and cooperation.

       Provide leadership and technical guidance to Management Services focal points and Business Support Assistants across all duty stations to ensure full compliance with corporate guidelines, Occupational Safety and Health (OSH) policies, and SOPs. Support the implementation of wellness and duty of care initiatives and actively participate in wellness and support-focused working groups.

       Promote a culture of environmental sustainability by recommending and implementing actions that reduce the carbon footprint across administrative functions, ensuring compliance with WFP corporate GHG emissions tracking and waste disposal standards.

       Utilise digital tools and applications to their fullest potential, collaborating with technical experts to effectively adopt innovative technologies, thereby enhancing operational workflows and customer service.

       Assist with the preparation and implementation of UN Reform-related inter-agency initiatives such as the Business Operations Strategy (BOS) and Common Services. Represent WFP in OMT/CSMT and other inter-agency coordination platforms, and ensure timely processing of WFP commitments (e.g., UNJS POs, cost-sharing).

       Supervise the execution of administration business processes (e.g., Asset Management, Travel Management, Fleet, Facilities, 

Contracts and Recurrent Services), ensuring compliance with corporate procedures, efficiency of service delivery, and continual improvement of internal SOPs. Identify and implement cost-efficiency opportunities.

       Support the organization and delivery of training, workshops, job shadowing, and on-the-job technical coaching for WFP staff and partners, promoting performance enhancement and cross-office learning.

       Follow standard emergency preparedness and response practices to support WFP in rapidly deploying the needed resources to affected areas.

       Take accountability for good people management practices, providing regular feedback, performance direction, and career development support to team members, while addressing underperformance and modelling WFP values and behaviours in line with the WFP Leadership Framework.

       Conduct regular field missions to Area and Field Offices across Somalia to provide oversight, assess compliance with corporate administrative policies and procedures, strengthen internal controls, and offer hands-on technical support and capacity building to local teams. Document findings, propose corrective actions, and follow up on implementation to ensure continuous improvement.

       Perform any other function as may be required by the supervisor.

 

Skills and qualifications

Education: Advanced University Degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or first University degree with additional years of related work experience and/or training/courses.

Experience: At least one (1) year of relevant experience with advanced University Degree OR first University Degree with minimum of two (2) or more years of experience in Management Services line of business (for example management of assets, facilities, fleet, travel, or other). Experience analyzing data trends and operational performance.

Language: Fluency (level C) in English language and Somali Language.

Knowledge & Skills:

       Has experience in deriving insights and conclusions from data, trends, and performance metrics.

       Experience and/or training in at least one Management Services domain (e.g. assets, facilities, fleet, travel)
