The Ministry of Labor and Social Affairs (MoLSA), Federal Government of Somalia, is mandated to coordinate all Vocational Training programs, project activities and provide policy direction and guidance on TVET related matters and capacity building for the country workforces. The Ministry also act as a watchdog for the quality of TVET Programs across the country with the support of Federal line Ministries, Federal Member states, Private sector and other international partners including donor and project implementing partners that ultimately contributes to the socio-economic development of Somalia.
SoMalia’s TVET system is currently characterized as a fragmented system where there is no harmonized curricula, Quality Assurance and most of the existing curricula are either project based or adopted from a context which may not cater for Somalia’s current needs. To overcome this fragmentation the Ministry of Labor and Social Affairs seeks to harmonize entrepreneurship curricula for TVET Programs throughout Somalia by reviewing existing entrepreneurship curricula, teaching manuals and other related materials across the country, identifying the gaps and developing a comprehensive version to be used nationwide.
The Ministry currently is currently implementing the Skills for Employability, Inclusion and Productivity project, a four-year project (2022-2026) financed by the African Development Bank.
The aims to improve the employability and productivity of Somali youth and women through the provision of quality and demand-driven technical and vocational education and training (TVET) and entrepreneurship development and contribute to inclusive growth. Ultimately, through this project Somalia will increase the pool of skilled workforce, especially the youth, and increase the opportunities for their employability in the labor market or self-employment.
One of the key activities of the project is to develop entrepreneurship curricula, harmonize existing curricula, and create trainer manuals for TVET institutions and centers.
To achieve this objective, MoLSA is seeking to hire a qualified and experienced consultant firm who will be responsible for developing entrepreneurship curricula by harmonizing existing curricula and creating trainer manuals for TVET institutions and centers in Somalia.
Objective
The main objective of this assignment is to engage a qualified consultant to develop entrepreneurship curricula, harmonize existing curricula and identify and fill existing gaps in the curricula. Additionally, the consultant will create comprehensive trainer manuals to support instructors in effectively delivering the curricula. The consultant will be responsible for conducting a thorough needs assessment in designing and developing the curricula ensuring the inclusion of practical learning and alignment with industry standards and market demands.
Finally, the consultant firm should check the best practices existing the region, continent and the world and provide fact-based recommendations of how the government through MoLSA can support trainees’ self-employment before they graduate and/or as they enter the labor market.
Skills and qualifications
The consultant should have the following qualifications and experience:
• A minimum of 10 years of proven experience in developing and delivering entrepreneurship curricula and training programs, preferably in TVET settings and in fragile and conflict-affected contexts.
• Must demonstrate knowledge and expertise of the TVET system and governance, the entrepreneurship ecosystem, and the socio-economic context of Somalia.
• Must show evidence of having successfully completed at least two similar assignments
• outstanding communication and analytical skills with excellent command of spoken and written English and Somali languages
• Must have qualified management and stuff that are able to conduct the assignment.
• Must have experience in working with government institutions such as TVET institutions and centers, TVET trainers and learners, private sector representatives, and development partners.

The Ministry of Labor and Social Affairs now invites eligible consulting firms to indicate their
interest in providing these services. Interested consulting firms must provide information indicating
that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills mix among staff, valid registration certificate and tax etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is
available on the Bank’s website at http://www.afdb.org. The Ministry of Labor and Social Affairs is
under no obligation to shortlist any consulting firm who expresses interest.
