Background and Purpose of the Assignment:
The Country Strategic Plan (CSP) for CO Somalia (2022-2025) embodies WFP’s strong and growing partnership with the Government at Federal, Federal Member State and local levels. It aligns with Somalia’s ninth National Development Plan, in particular the third and fourth pillars on economic and social development; and with the corresponding strategic priorities of the United Nations Sustainable Development Cooperation Framework for Somalia. And it is integrated with the objectives of the Humanitarian Response Plan to reduce loss of life, sustain lives and uphold commitments to protection.
Through this alignment, the CSP ultimately paves the way for WFP to work with and for Government to realize many of the Sustainable Development Goals (SDGs) in Somalia – especially SDG 2, Zero Hunger, and SDG 17, Partnerships for the Goals.
The CSP has been built on the lessons learned and key achievements of the previous interim CSP (2019-2021) and will see WFP take forward, and expand on, its well-established portfolio of humanitarian and development interventions in Somalia.
Duties and Responsibilities:
Under the supervision of Head of the PMLE Unit, the incumbent will be supporting Somalia CO PMLE team on research, assessments, and overall evidence generation and utilization. Specifically, the incumbent will:
- Lead on the identification of evidence needs in consultation with key internal stakeholders
- Contribute to the development and updating of the CO learning agenda and its implementation plan by working with the programme team, logistics team, AOs, and FOs to identify key learning questions and a practical plan to answer each of the learning questions.
- Contribute to the implementation of the CO learning agenda by coordinating the execution of the learning agenda implementation plan
- Collaborate with WFP Somalia Communications Team to put in place a communication and advocacy plan that supplements the WFP Somalia learning agenda
- Contribute to the promotion of programmatic learning events through workshops, reflection sessions, meetings, learning sessions and other information dissemination fora to ensure understanding and use of findings for programme adaptation and learning.
- Work with other PMLE staff and with programme staff to coordinate WFP’s Somalia assessments, research, evaluations, reviews etc.
- Coordinate the dissemination of research and assessments findings and recommendations to a series of audiences including senior management, internal programme colleagues, field monitors, risk management colleagues to support the country office decision-making and related actions on performance planning, programme activities, risk analysis, emergency preparedness, security risk management and risk mitigation activities.
- Contribute to the development of innovative, user-friendly, and useful knowledge products for internal and external stakeholders
- Work closely with all PMLE Unit’s teams to ensure sound planning and execution of research and assessment activities
Skills and qualifications
Minimum Role Requirements:
Education: A university degree in Economics, Statistics, Sociology, or another relevant field. A master’s degree will be an added advantage.
Experience:
- Minimum of 5 years of experience managing research and evidence generation activities for a large organization in development or humanitarian sector,
- Minimum 4 years of experience in both quantitative and qualitative data analysis.
- Experience in managing organization’s/programme’s evidence generation initiatives – full cycle from development, to implementation, to evidence use.
- Strong background in qualitative and quantitative research.
Language: English proficiency. Able to comprehend and communicate complex ideas and subjects comfortably, clearly, and timely.
Knowledge and Skills:
- Excellent communication skills
- Highly analytical with a passion for research and analytical writing skills.
- Excellent data analysis skills
- Must have knowledge of qualitative research and analysis.
- Expertise in qualitative and quantitative data collection tools
- Proficiency in Microsoft Suite (MS Excel, MS Word, MS PowerPoint, etc)
- Ability to work independently on analytical and technical matters with minimum supervision.
