Job description

Title: Development of National Guidelines on Voluntary Carbon Market Mechanism
Location: Mogadishu, Somalia
Duration: 20 working days
Background
The Somali Resilience Program (SomReP), in partnership with the Ministry of Environment and Climate Change, seeks to engage qualified consultants to support the development of National Guidelines on the Voluntary Carbon Market Mechanism.

This initiative aligns with Somalia’s commitments under the Paris Agreement and Nationally Determined Contributions (NDCs) and aims to promote nature-based solutions, enhance carbon mitigation, and enable Somalia’s participation in international carbon markets.

Scope of Work
The consultants will be responsible for:

  • Conducting stakeholder mapping and preparing engagement plans.
  • Organizing and facilitating consultation workshops and producing reports.
  • Drafting and finalizing national guidelines for voluntary carbon market mechanisms.
  • Conducting a validation workshop and submitting the final report.

  • Draft and final guidelines document.
  • Reports for consultation and validation workshops.

Skills and qualifications

Required Qualifications and Experience

  • Advanced degree in climate science, public policy, or related fields.
  • Demonstrated expertise in climate mitigation/adaptation, carbon markets, and Article 6 processes.
  • Proven experience in policy development, stakeholder engagement, and coordination with government, INGO’s and UN agencies.
  • Minimum of 3–5 years of hands-on experience in climate policy and UNFCCC/Paris Agreement processes.
  • Excellent communication, analytical, and report-writing skills.
  • Familiarity with Somalia’s political, social, and economic context.
