POLISH HUMANITARIAN ACTION IS LOOKING FOR WASH CLUSTER CO-LEAD

About PAH:

Polish Humanitarian Action (PAH) is a non-governmental organization which mission it is to make the world a better

place. For over 20 years, we have been providing relief in big and small emergencies worldwide alongside with running

long-term missions in several countries in crisis. Our interventions – of both humanitarian and development character

– have been carried out in 44 countries so far. Our focus is on ensuring sustainable and stable development of regions suffering the consequences of war and/or natural disasters. We possess long-standing expertise in Water, Sanitation and Hygiene (WASH), but also implement projects in Food Security and Livelihoods (FSL), as well as Nutrition and Education. PAH Mission in Somalia:

PAH has been present in Somalia since 2011. With WASH, FSL and Nutrition programs PAH supported people from the most vulnerable communities in different regions in Somalia. Our primary focus is to provide safe drinking water through rehabilitation of water infrastructure, constructing water distribution systems, and constructing rain water reservoirs. In our work we also focus on other WASH components such as improvement of sanitary conditions, hygiene promotion to make our WASH interventions fully comprehensive. Our current donors are ECHO, GFFO, SHF and UNICEF. PAH programs targets the most vulnerable IDPs, host and rural communities as well as institutions in Banadir, Lower shabelle, Middle Shabelle and Galmudug Region

Somalia WASH Cluster.

The Somalia WASH Cluster strives to build upon existing coordination structures making principled WASH action as

local as possible to provide timely, effective and appropriate actions to minimize the health impacts of humanitarian

and public health emergencies through strengthening of service delivery, addressing gaps, and promoting effective

leadership.

The Somalia WASH Cluster will advance the well-being, safety, dignity and resilience of the affected population

through coherent, coordinated and integrated WASH response.

Effective and efficient cluster management is a shared responsibility held by all WASH Cluster partners. The WASH

Cluster team, led by the WASH Cluster Coordinator, are the impartial representatives of the cluster as a whole and are

responsible for the day-to-day coordination and facilitation of the work of the cluster.

The overall objective is to ensure the WASH Cluster is functionally achieving effective humanitarian coordination in

the field of WASH response in Somalia. The specific objective of the agreement is to ensure an active involvement of

NGO WASH stakeholders in cluster activities to ensure a coherent and effective response by WASH partners in a

strategic manner to a humanitarian crisis.

The three expected results are as follow:

  • NGOs concerns and priorities are adequately brought up to WASH co-lead
  • WASH stakeholders are encouraged to participate in WASH cluster events
  • WASH cluster coordination effectiveness is reinforced

Purpose

The purpose of this Terms of Reference (ToR) is to clearly define the roles of the WASH Cluster Co-Coordinator. Overall, these roles along with Government, the Cluster Lead Agency and the Cluster Coordinator will work together in the WASH Cluster to ensure a coherent and effective response by mobilizing groups of agencies, organizations and NGOs to respond in a strategic manner to the humanitarian crisis in Somalia.

Key Cluster terminology

In order to ensure consistent and clear terminology within the WASH Cluster, the following roles are defined as follows:

  • Lead Agency— “Lead”. The agency that serves as the National Cluster Lead.
  • WASH Cluster Somalia – “WCS”. The WASH Cluster partners and members participating in WASH cluster coordination mechanisms.
  • Cluster Coordinator— “Coordinator”. The staff member recruited and supported by the Cluster Lead Agency (CLA) to facilitate coordination of the National Cluster.
  • Cluster Co-Coordinator— “Co-Coordinator”. The staff member recruited and supported by their Agency who can represent cluster members in coordination, and jointly ensure National cluster coordination with the WCC.

Key Responsibilities

WASH Cluster Co-coordinator (“Co-coordinator”) – appointed by the PAH: The Cluster Co-coordinator will in general be responsible for:

  1. Be committed to putting aside their organisational interest and work fully on behalf of all WASH cluster members equally.
  2. Provide support to all of the above cluster core functions and where appropriate deputise in the absence of the National WASH Cluster Coordinator.
  3. Specifically act as the focal point for communication with all sub-national focal points, in close coordination with WASH Cluster support officer.
  4. Maintain good relationships with all relevant stakeholder counterparts including government.
  5. Stand in for the National WASH Cluster Coordinator, where and when necessary in meetings and in other external fora related to the WASH cluster.
  6. Permanent member of the cluster strategic Advisory group (SAG)- Secretary of SAG.

Other roles: Coordination Support

  1. Supporting Cluster coordinators to ensure continued, effective engagement with OCHA led inter cluster and government coordination structures and that capacity is built to support preparation for and response to the WASH needs of displaced communities in camps, host communities and other affected groups of population.
  2. Interacting with other clusters (including through inter-cluster coordination fora), humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement and active contribution of operational partners.
  3. Timely respond to the Cluster participants’ needs for information related to the WASH response across Somalia.
  1. Supporting the national WASH cluster coordinator to identify gaps related to the WASH response, related to the information that is provided from the governorate on this regard, and related to the coverage of Cluster activities across Somalia.
  2. Supporting the WASH cluster coordinators in ensuring that WASH partners are accountable to the affected population through effective and inclusive consultative and feedback mechanisms (referral systems or call center).
  3. Ensure the harmonisation of standards and approaches recognising local policies and guidelines and local context (culture, environment, etc.).
  4. Support the development of guidance notes through technical working groups on specific areas of technical weakness.

Strategy development

  1. Support national WASH cluster coordinator in developing key WASH strategic documents such as emergency preparedness/response/contingency plans, HNO, HRP etc.
  2. Ensuring WASH sectoral response plans Includes cross-cutting issues such as gender equality, age, psycho-social and environmental factors in all aspects of the response.
  3. The support the Cluster coordinator in revising/updating existing WASH cluster national standards and guidelines including SOPs and support in application and adherence of the WASH actors to them.
  4. Work with governmental/local authorities and WASH partners to ensure application of consistent technical guidelines and standards.
  5. Providing the necessary expertise to ensure that WASH operations are well devised at all stages of a response; assessments, design, developing strategies, indicators, standards, and field response monitoring, in order to have the most quality and immediate impact.

Needs assessment and analysis

  1. Support Cluster Information Management Officer (IMO) to ensure WASH related data are compiled, analysed and synthesis to inform planning and decision making.
  2. Estimating the cost-effectiveness, efficiency and impact of WASH interventions as well as WASH sustainability across Somalia.
  3. Support the cluster IMO to ensure mapping of various WASH related needs assessment planned or done including Multi cluster needs assessments and ensure WASH findings are refined.
  4. Support in analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

Advocacy

  1. Identify advocacy concerns to contribute to HC and HCT messaging and actions.
  2. Support national Cluster coordinator to undertake advocacy activities on behalf of cluster participants and the affected population.

Monitoring

  1. Monitoring and reporting the implementation of the WASH cluster strategy and results; recommending corrective action where necessary .
  2. Ensure that adequate monitoring mechanisms are in place to evaluate the impacts of WASH interventions and progress within the framework of the WASH Cluster Strategy

Capacity building support

  1. Promote and support training of WASH cluster partners and local government authorities.
  2. Support efforts to strengthen the capacity of the national authorities.
  3. Provide training and update cluster partners on the benefits and outcomes of incorporating better quality assurance mechanisms into programs and responses as required.

 

Skills and qualifications

Key required skill of the Co-coordinator

PAH as the NGO Co lead is responsible for recruiting the Co-Coordinator, however, below is the essential technical competencies.

  1. Be technically competent in the WASH sector and in the cluster approach and with a minimum of 3-5 years of experience with either the UN and/or NGO.
  2. Demonstrate personal and professional integrity in all interactions.
  3. Be able to work with diverse stakeholders to develop consensus.
  4. Excellent Communicates attributes- verbal as well as written,
  5. Ability to build networks and partnerships effectively,
  6. Know how to present ideas effectively and clearly while listening and acknowledging others’ perspectives and views.
  7. Demonstrate an understanding of the international humanitarian response, coordination mechanisms, and humanitarian reform.
  8. Have an understanding of humanitarian funding mechanisms (CAP, CERF, CHF/IHPF and Flash Appeals processes);
  9. Have an understanding of humanitarian principles, humanitarian programme Cycle and how to apply them.
  10. Able to develop a cluster strategy and to clarify complex strategies for operational implementation.
  11. Understand the links between emergency response, recovery, and the transition to development.
  12. Demonstrates leadership and independent decision making where required,
  13. Builds and motivates the cluster coordination team at national and sub national levels.

Co-Coordination Confirmation

While UN Agencies have a global mandate to ‘lead’ each cluster, with the complexity of the Somalia response and to

ensure NGOs participation and representation at all levels, the HCT and the NGO consortium have agreed upon NGO Co-Coordination at the National Level cluster in Somalia.

PAH should ensure the same accountabilities as the cluster lead agency (who is accountable to the HC), WASH Cluster partners and ultimately the affected population. PAH is however not assuming the global mandate or resources to be Co-Lead Agency and is therefore not expected to be a ‘Provider of Last Resort’1. This is must remain clear and transparent to agencies participating in the WASH Cluster mechanism and indeed, within the humanitarian response architecture (RC/OCHA).

PAH will ensure the effective coordination and fulfilling of the cluster functioning through provide timely and appropriate human resources and support to the cluster Co-coordinator.

PROTECTION FROM SEXUAL EXPLOITATION AND SEXUAL ABUSE

The United Nations and its partners are bound by Secretary General bulletin ST/SGB/2003/13 on Special measures for protection from sexual exploitation and sexual abuse (SEA). UNICEF has a zero-tolerance policy for SEA and is committed to take actions for prevention of sexual exploitation and abuse. UNICEF and its partners are expected to abide by this bulletin and to take necessary measures on these matters by ensuring that all staffs, contractors and consultants seconded to and/or working for or on behalf of UNICEF are made aware of these commitments, including prohibitions against SEA, duties to report any instances of SEA, need to initiate actions for prevention, and need to protect against retaliation for reporting. All the staff, contractors and consultants are therefore, required to sign a code of conduct that includes PSEA prior to commencement of work. Whenever an incident is reported indicating SEA, or any serious breach of the code of conduct, UNICEF partner is expected to report the incident to UNCIEF without delay.
