Background

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Generic Responsibilities:

  1. Adherence to NRC policies, guidance, and procedures.
  2. System Administration of PRMN and Evictions Monitoring portals, CORE Platform, CFM, RedRose and other Power apps.
  3. Develop and maintain relevant databases and information management systems for NRC activities/interventions.
  4. Prepare monthly summaries of information systems outputs to feed into relevant reports and evidence-based advocacy products, also contribute to the development of fact sheets, other summaries, and dashboards for wide and external communication.
  5. Promote and share ideas for improvement and necessary changes in the activities and in information systems.
  6. Ensure the quality of data, in terms of both its accuracy and its breadth by ensuring reporting procedures and criteria are clear and followed by field teams.
  7. Ensure data of beneficiaries and the staff involved in data collection is protected and handled in a highly confidential manner and in line with the GDPR rules.
  8. Build the capacity of project staff related to data generation, management and use and transfer necessary skills. 
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities  

PRMN and Eviction Monitoring:

  • System Administration (PRMN System, Evictions System, Automated Batch Routines for the link between UNHCR, HLP AoR and NRC).
  • Responsible to ensure the systems are hosted as per NRC hosting standards
  • Develop, maintain, and continuously improve PRMN, Evictions Monitoring and other monitoring systems information management processes as per NRC technical standards policy and product development process policy.
  • Carry out PRMN reports checking and clearing (integrity and completeness of all PRMN Displacements, returns and protection reports), data dumps and data update to the new online PRMN portal.
  • Periodic updates to the PRMN codebase, NRC-UNHCR IMO liaison for system workflow and code reviews and execution of new recommendations.
  • Consolidation of daily PRMN reports entered in the system and update of all figures to UNHCR systems through batch processes. 
  • Monthly consolidation and update of NRC Somalia online evictions portal. 
  • Periodic update of data products, maps, flash alerts and infographic products for donor meetings and reports. These are done monthly as a standard and ad-hoc on request.
  • Serve as the primary person responsible for ensuring the availability of protection, forced evictions and other trends analyses which includes quantitative and qualitative data, and ad hoc, as required.
  • Suggest new feature additions and process corrections in the PRMN system.
  • Support the protection team with the periodic PRMN field monitors trainings.
  • Produce PRMN local partners’ progressive reports from the online portal system and share with the protection Coordinator/Manager for necessary follow-up with partners.
  • Represent NRC in PRMN technical meetings with UNHCR and the partners, hold weekly technical brief meetings of which NRC protection manager and PRMN coordinator is an integral part of each, with ad-hoc meetings called upon whenever there is need.

CORE Platform, CFM, RedRose and other Power Apps:

  • Create and maintain relevant databases and information management systems for NRC activities/interventions. 
  • Contribute to the full adoption and onboarding to CORE V1 by Somalia program.
  • Ensure safe protection data management (preserve confidentiality of the information in data bases, manage hard copies where applicable and train NRC staff on necessary data protection and management safeguards).
  • Plan, execute and improve data security/protection protocols as per the GDPR guidelines. 
  • Prepare summaries of Information systems outputs
  • Make contributions to the relevant reports and evidence-based advocacy notes.
  • Feed the development of fact sheets, summaries, and dashboards for wide and external communication.
  • Provide training to NRC staff on how to access and use databases and information management tools as required.
  • Follow up with staff as necessary and build their capacity in presenting and providing analysis for information when possible.
  • Ensure the quality of data, in terms of both its accuracy and its breadth by ensuring reporting procedures and criteria are clear and followed by field teams.
  • Participate in relevant coordination mechanisms and forums as appropriate.
  • Perform other duties, as needed, or requested by the supervisor.

Skills and qualifications

Our Ideal Candidate:

We are looking for a university degree in a relevant field (such as computer science, statistical data management, social science, humanitarian, development, or other related subject area) with minimum of 3 years’ experience in information management exercise such as, data science, data analysis, protection monitoring or monitoring and evaluation. 

Experience working in a protection program will be an added advantage. 

Microsoft Server SQL Management Studio, PowerBI, Tableu etc

Proficiency and experience with mobile data collection such as Kobo, ODK Collect is vital as well as Demonstrated analytical, systematic-thinking, and problem-solving skills.

Solution oriented, committed, and effective communication skills to work smoothly with colleagues from various cultures and backgrounds.

Strong understanding of accountability and proven ability to build client feedback systems.

Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

Knowledge of geospatial systems and tools i.e. GIS software are additional assets.

Ability to multi-task, and flexibility to change tasks quickly to respond to urgent needs.

Ability to work independently, be a self-starter, and prioritize tasks with limited guidance while being an active member of the team.

Documented results related to the position’s responsibilities.  Fluency in English, both written and verbal.

Attention to detail and good problem-solving.

Willingness to travel to field areas.
