Job Title: Humanitarian Coordinator

Muslim Aid is a registered Islamic faith-based, international non-profit organisation which was established in the UK in 1985. It is a registered charity with the Charity Commission of England and Wales (Charity Registration No: 1176462). The mission and purpose of Muslim Aid is to serve humanity and relieve poverty, through its education, livelihoods, and health development projects, whilst also aiming to respond to emergencies. Muslim Aid Somalia is seeking Monitoring and Evaluation Accountability and Learning Officer.

Summary of Role

The Humanitarian Coordinator is a key leadership role responsible for overseeing and coordinating all humanitarian programs and activities implemented by Muslim Aid Somalia. The coordinator will play a vital role in design, planning, implementing, and monitoring projects, ensuring effective coordination with partners, and representing Muslim Aid Somalia in humanitarian forums and meetings.

About the Role: The main responsibilities of this role will be to:

Program Coordination:

  • Lead and manage the design, implementation, and evaluation of humanitarian projects in line with Muslim Aid Somalia's strategic objectives.
  • Ensure programs are implemented in accordance with humanitarian principles, standards, and best practices, while adhering to donor requirements and internal policies.
  • Coordinate with relevant stakeholders, including government authorities, UN agencies, NGOs, and local partners to foster effective collaboration and information sharing.

Proposal Development:

  • Support the development of high-quality project proposals for new and existing programs, collaborating with the program team, finance, and other departments as needed.
  • Conduct research and gather relevant data to support the proposal development process.
  • Ensure proposals are aligned with donor priorities, program strategies, and address the needs of the affected communities.
  • Support the proposal review and approval process, ensuring timely submission to donors and compliance with grant requirements.

Needs Assessment and Planning:

  • Conduct regular needs assessments and analyze the humanitarian situation in Somalia to identify priority areas and emerging needs.
  • Develop comprehensive and evidence-based humanitarian response plans, including resource requirements, timelines, and indicators to measure program impact and success.

Budgeting and Financial Management:

  • Oversee the budgeting process for humanitarian programs to ensure accurate financial planning, efficient resource allocation, and compliance with financial guidelines.
  • Monitor expenditures and support finance on the timely reporting on financial performance, variances, and risks.

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Establish a robust MEAL system to track program progress, assess impact, and ensure accountability to beneficiaries and donors.
  • Utilize lessons learned and evaluation findings to improve program quality, adapt strategies, and promote continuous learning.

Reporting and Communication:

  • Prepare comprehensive and timely reports on program activities, achievements, challenges, and progress toward meeting objectives.
  • Represent Muslim Aid Somalia in humanitarian coordination meetings, clusters, and other relevant forums.
  • Liaise with donors, partners, and relevant authorities to provide updates on program implementation and respond to inquiries.

Staff Management and Capacity Building:

  • Provide capacity building and training opportunities to enhance the skills and knowledge of the team.

Skills and qualifications

About You: To be successful in this role:

  • Degree in International Development, Development studies, Humanitarian Studies, or a related field; a combination of relevant academic qualifications and extensive experience will be considered.
  • Proven experience (at least 5 years) in managing humanitarian programs, preferably in conflict-affected contexts or Somalia.
  • Strong knowledge of humanitarian principles, standards, and best practices, including Sphere Standards and the Core Humanitarian Standard.
  • Demonstrated experience in conducting needs assessments, designing response plans, and managing humanitarian interventions.
  • Proven track record in budgeting, financial management, and donor compliance.
  • Excellent written and verbal communication skills in English and Somali, with the ability to prepare clear and concise reports.
  • Experience in working with diverse stakeholders, including government authorities, UN agencies, NGOs, and local communities.
  • Strong leadership and management skills, with the ability to motivate and support a diverse team effectively.
  • Demonstrated cultural sensitivity and respect for local customs and norms.
  • Willingness to work in a challenging and insecure environment, with a commitment to upholding the safety and security of staff and beneficiaries.
