     Background Information - PSC

    Peace and Security Cluster

    The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.


    UNMAS

    United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

    UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor

    The Programme Management Office - Analyst,  under the direct supervision of the Programme Officer and the overall supervision of the Senior Programme Officer, will be responsible for the following:

     

    Summary of Key Functions:

    1. Assist the programme team with Programme Management Support functions, including with representation, and inter-agency collaboration.

    2. Support knowledge management and monitoring & evaluation initiatives.

    3. Support Communication and visibility efforts. 



     Programme Management Support

    • Prepare and provide support for high quality summary and analytical reports including, but not limited to, project reports, annual reports, situation reports, briefing notes and UN reports. 

    • Participate in, contribute to and report on the relevant inter-agency, UN mission, donor and inter-governmental coordination meetings in consultation with relevant programme technical experts when required. Support the management team with UN common planning and programming processes, including strategic country analysis, United Nations Country Framework, humanitarian response plans, integrated strategic frameworks, etc.

    • Identify, contribute to, record and share the ongoing development and implementation of best practices, lessons identified and innovative approaches to improve overall programme performance.

    • Contribute to the management and upkeep of risk management and issue management logs and processes. 

    • Act as focal point to prepare and maintain programme section files.

     

    Knowledge Management 

    • In collaboration with relevant personnel, establish monitoring mechanisms to measure delivery against targets outlined in funding agreements. 

    • Track programme results against targets, alert relevant management if delivery is not on track, compile data and support the management team to prepare for internal and external reports and reviews.

    • Coordinate and collaborate with relevant stakeholders in-country to ensure aligned and coherent planning and implementation processes, Including Monitoring and Evaluation (M&E) working groups.

    • Support in conducting internal project evaluations as required, including impact assessments. 

     

    Communication and Visibility

    • Support the development of communication strategies, where relevant, to maximize communication impact and outreach.

    • Support the design, coordination and dissemination of public information products and communication activities as well as gather and draft content for communications products and platforms. 


    Carry out any other related duties or tasks as requested by the supervisor or head of section.

     Education/Experience/Language requirements

    Education 

    • First Level University degree (bachelor’s degree or equivalent) with a minimum of 2 years of relevant experience is required.



    Experience

    • Relevant experience is defined as experience in programme management, project management or business administration.

    • Experince working with the United Nations, international organizations or non-profit organizations is an asset.

    • Experience working in the field of monitoring & evaluation is an advantage. 

    • Experience working in the field of communication is an advantage.



    Language

    • Fluency in English (speaking, reading and writing) is required. 

    • Fluency in Somali  (speaking, reading and writing) is required.
