Result of ServiceTo manage the finance of the Welfare Unit activities.Work LocationMogadishuExpected duration6 monthsDuties and ResponsibilitiesUnder the supervision of the Welfare Officer and the Senior Administrative Officer, the Individual Contractor will undertake the following tasks: • Review the applicable DOS Standard Operating Procedures on Welfare and Recreation and propose measures for incorporation of financial aspects into the operations of the UN Somalia welfare funding provisions. • In consultation with Life Support Section, review the concession with the PX contractor and propose measures for improved utilisation beyond current performance levels. • Review the current contributions from catering and PX concessions including accuracy of recording of revenues and timing of receipts of 2.5% concession to the staff welfare funds. • In collaboration with the with the Treasurer of the Staff Welfare and Recreation Committee, develop processes to ensure that welfare funds including budget allocations, funds generated from concessions and welfare activities are managed in accordance with sound financial management principles, UN Financial Regulations and Rules and Mission guidelines. • Review the current financial arrangements including the processing of payments and recording in the books and propose an efficient enterprise resource management programme for the automation of the current manual recording of transactions. • Review the annual financial records and books of accounts and develop and propose an effective system which can capture and periodic reporting on financial activities. • Conduct an assessment of the current database management of communications, memos, financial documents and propose a repository and access limits for each welfare official. • Develop a system for recouping of expenditure from staff welfare funds on the weekly Mogadishu farmers’ market and other initiatives. • Work closely with Welfare Officers, Welfare Chairman and Sub-Committee Members to provide technical support and advice, as necessary.
Skills and qualifications
Qualifications/special skillsDiploma/Certificate in Management and Administration. A degree or Training Certificates in Accounting, Social Sciences and Humanities is desirable. Six (6) years of progressive experience in finance, accounting, administration and related fields, at least two of which must be working in a multi-cultural setting.LanguagesFluency in both written and spoken English is required.
