Job Title: Programme Policy Officer- Partnerships Management (5 Positions)
Contract Type/Grade: NOA -Fixed Term

What will you do?
1. Scooping & Selection
• Follow up with HoP on the timely release of the implementation plan (IP)
• Coordinate sharing the IP with AO to facilitate call for expression of interest (CFEI)
• Provide technical guidance for Call for Expression of Interest (CFEI) and utilization of the UN Partner Portal (UNPP)
• Ensure completeness of CFEI packages in discussion with CO technical team, and AOs.
• Launch a call for proposals and ensure the necessary levels of the review process are done through the UNPP. Support AOs in the shortlisting of applications.
• Provide oversight in all technical reviews of proposals ensuring the processes comply with the WFP cooperate standards.
• Organize CPC sessions, coordinate review of proposals, prepare NFRs and follow up on approval.
• Ensure feedback from capacity assessments and performance evaluations are considered in CPC discussions and subsequent notes for the record, as appropriate.
• Provide oversight on capacity assessment ensuring compliance with WFP cooperate standards.
• Coordinate with the risk management unit (RMU) and other UN agencies for timely risk assessment, in-depth due diligence and vetting of partners.
• Support in induction and onboarding sessions of new and ongoing CPs ensuring compliance with WFP cooperate standards.
2. FLA Development, and Implementation
• Support AO CP management teams in the initial discussions related to the development of FLA/LOUs
• Provide general guidance in the development of FLAs (e.g., in the case the FLA budget template is updated)
• Provide technical support in the development of FLAs/LoUs ensuring compliance with WFP cooperate standards.
• Oversight on implementation of risk management findings as required.
• Take the lead in resource commitment for distribution to beneficiaries, amend partnership agreement in COMET in line with approved FLA.
• Creation and amendment of vendor accounts
• Provide oversight on the implementation of the distribution cycle.
• Conduct monthly reconciliation between COMET and LESS
• Coordinate with RMU on regular design and execution of spots including follow-up on findings.
• Support Area Offices to address oversight, spot checks, and audit recommendations.
• Ensure appropriate training is provided to WFP staff and cooperating partners when keyupdates are made.
3. Payments to Partners
• Contribute and coordinate with internal counterparts to ensure efficient management of Programme resources including Cooperating Partners transfer costs for Cash-based Transfers (CBT) and in-kind (IK) implementation costs.
• Process payment for CO relevant letters of agreements with governments (LoUs) & other engagements including the raising of Purchase Requisitions (PRs).
• Carry out oversight to Area Offices on the timely payments of Cooperating Partners (CPs). Make sure end-to-end payment processes comply with WFP cooperate standards and the Partnership Standard Operating Procedure (SOP). Ensure Timely posting of expenditures in compliance with the International Public Service Accounting System (IPSAS).
• Monitor GRIR items, open POs and ensure closure upon completion of activities.
• Provide technical support/guidance, and Capacity strengthening training to Area Offices and CPs on invoicing and payments.
4. Evaluating the partnership
• Provide oversight and technical support to Area Offices on Cooperating Partner performance evaluation ensuring they are conducted on time using established Key Performance Indicators (KPIs), and tools, identify areas of improvement and come up with an improvement plan to address them.
• Provide training/orientation to AO CP management teams on new developments/improvements related to CP performance evaluation tools, processes, and guidelines.
5. Strategic engagement
• Actively engage with AO CP management teams on the implementation of the CP engagement strategy.
• Support Area Offices to identify and develop strategic partnerships with NGOs and other partners for the expansion of WFP programmatic objectives and successful implementation of the localization agenda.
• Provide knowledge management sessions with AOs in partnership management guidelines, strategic management approaches, and capacity-building initiatives to WFP staff and cooperating partners.
Skills and qualifications
Do you meet the minimum requirements?
Education: A first University Degree in Political Science, International Relations, Economics, Finance/Accounting, Science in Nutrition, Food Security, Management, and International Development. An Advanced University degree in a similar field is a plus.
Experience: At least one (1) year of post-graduate experience in involving partnership management, Resource and Funds Management in humanitarian operations. Experience in a similar position is an added advantage.
• Experience in working with the UN, INGOs, NGOs, and the private sector is desirable.
• Experience in building the pragmatic and operational capacities of partners. Experience in research, monitoring and evaluation, strategic engagement, performance evaluation of partners, spot-checks and financial tracking is a plus.
• Experience in the preparation of agreements/LOUs with partners and reviewing technical proposals, budgets, and reports.
• Practical understanding of cooperating/implementing partner management processes, policies, and guidelines: Fluency in oral and written communication in English and Somali.

• Proven communication and report-writing skills.
• Proven computer literacy skills. Experience in the use of Excel, and other analytical software is desirable.
