Action Against Hunger USA is part of the Action Against Hunger International network. Action Against Hunger-USA has over $100 million in programs, and approximately 1,800 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
I. Summary of Position
Provide leadership in developing/ refining tools for successfully tracking of budgets and providing financial analysis of the project performance to inform decision-making processes. Will be responsible for management of financial reports for all projects. The Finance manager will report to the Finance Head of department and work closely with Technical head of departments.
Purpose:
The Finance Manager will be responsible for budget proposal development, financial reporting internally and to donors and ensuring the proper implementation of all grant compliance policy and procedures through appropriate coordination and information dissemination.
Engagement
Collaborate with the program team members on preparation of budgets, Coordinate with technical Heads of departments on Budget follow up and forecasting for projects.
Externally, the position will support Caafimaad Plus consortium as finance focal point.
Delivery

• Preparation of periodic financial reports.
Essential job duties
The consortium finance manager will support a consortium of partners implementing the health and nutrition program by ensuring the financial, grants management, and information systems are in place and functional. S/he will be responsible for implementing an inter-agency fraud risk prevention, mitigation, and response plan. The position will be responsible for receiving and reviewing partner expenditures and reports and preparing consolidated financial reports for the donor. The position will be expected to work outside the normal hours and exhibit a high degree of flexibility.
Financial Control
- Coordinate the financial aspects of the multi-partner program(s) implemented by the consortium in line with donor(s) requirements.
- Oversee financial aspect of sub-grant tracking and subcontracting.
- Ensure forward planning and preparation for donor reporting, adherence with donor and consortium requirements and timelines, and timely submission of sub-grantee reports.
- Ensure that financial management systems and records are effective and robust in order to identify and protect the assets and interests of the consortium.
- Consolidate cash flows, reporting templates, and financial plans throughout the project life.
- Review and monitor budgets to support financial stability, efficiency and value for money.
- Maintain a filing system for financial and accounting deliverables to facilitate access during internal/external audit.
- Monitor budget burn rates and recommend appropriate action on any significant variances.
- Participate in a procurement committee for procuring joint items and large capital assets for the consortium members
Financial Reporting
- Consolidate financial reports, fund requests, and budgets in a timely fashion.
- Ensure that all financial records and accounts are compiled on time, accurately and in line with international accounting standards and donor regulations.
- Finalize year-end accounts and provide any ad-hoc year reports that may be required.
- Ensure all consortium members submit accurate timesheets.
- Maintain accounting records.
- Follow up on the timely implementation of the recommendations to remedy significant variances.
Engagement
- Collaborate in generating budgets and supporting partners in their respective budgets, including analysis of spending patterns and actively participate in budgeting
- Ensure compliance with donor rules, organizational policies and guidelines including fraud prevention
- Participate in consortium meetings to foster compliance and to address arising financial issues.
- Ensure that sub-grant related processes and procedures are consistently implemented with compliance checks and agreements.
- Undertake periodic support visits to the consortium partners and put forward recommendations for improvements where appropriate.
- Facilitate trainings on grants management, general accounting, internal controls and administrative systems.
- Liaise with HQ/ HEARO office and other relevant offices on accountancy closure and balance sheet management i.e. reconcile and clear the prepayments and accruals
- Implement internal audit recommendations for grant funded projects
- Build stronger systems and improve controls to protect resources of the consortium, as well as support system changes and upgrades for finance systems and offer insight to improve integration
- Document lessons learned and share with consortium partners for purposes of learning
II. Supervisory Responsibilities
No supervisory responsibilities for the position. However, it requires strong collaborative and partnership skills to enable working with senior level consortium partners’ finance focal persons.
III. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, and turn out heavy volumes of work accurately, within short time frames.
IV. Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week.
Skills and qualifications
V. Required Qualifications and Professional Experience
- University degree in business or finance; Professional qualification in Accounting or Finance would add advantage.
- Minimum 5 years Finance experience preferably in INGO/NGO is mandatory.
- Sound knowledge of accounting procedures and principles.
VI. Required Skills & Competencies
· Ability to work independently with minimal supervision and be initiative.
· Strong computer skills and ability to use standard computing packages such as word, excel, spreadsheets
· Strong team working and interpersonal skills.
· Must be able to effectively communicate in English
· Ability to plan ahead and output oriented.
