    Background Information - PSC

    Peace and Security Cluster

    The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.


    UNMAS

    United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 

    UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS (African Union Transition Mission in Somalia)as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor. 

    The UNOPS Peace and Security Cluster (PSC) supports and facilitates the work of United Nations Mine Action Service (UNMAS), other UN partners, and Governments in some 18 countries and territories affected by explosive-hazards. The UNOPS PSC provides specialized project management services to efficiently support UNMAS in delivering essential work on the ground in emergency, post-conflict and peacekeeping environments with the aim of promoting peace and security, protecting civilians and ensuring long lasting human security. 




     Functional Responsibilities

    The Contract Management Analyst, under the direct supervision of the Procurement Senior Analyst and in close cooperation with the Procurement and Logistics Specialist and Programme Head of Support Services, will be responsible for the following:


    Monitoring Compliance of Third-Party Agreements

    ●        Monitor the progression of the implementation of agreements, including tracking non-compliance to agreement terms and the negotiation of amendment processes.

    ●        Develop management plans for the Programmes’ contracts, including but not limited to monitoring the delivery of terms, certifications of reports, and payments.

    ●        Ensure the development and implementation of systems for internal controls to ensure compliance with agreements’ terms, conditions, and monitoring tools;

    ●        Monitor contract performance against agreed benchmarks and through agreed reporting mechanisms.

    ●        Organize meetings with Contractors to allow ample opportunity for identification and early resolution of potential disputes to improve collaboration and coordination between various project activities for effective programme delivery.

    ●        Ensure the organization's internal contract documents are accurate, in line with UNOPS guidelines, and well-maintained. And all pertinent reports are up to date.

    Providing Guidance on Contracting Processes

    ●        As a member of the Contract Management Team, your role is to facilitate the implementation of third-party agreements. This includes solicitation, evaluation, monitoring, and following best practices.

    ●        Provide technical support in the Planning of Project proposals, and inputting statements of requirements, including having the ability to advise on budget creation as relates to contract management.

    ●  Lead the Solicitation process, and advise project teams on best practices for solicitation documents, evaluation, submission to HQCPC/LCPC, negotiations, awards, and agreement finalization.

    ●  Manage and provide advice to the Support Team and Procurement Officers during contracting processes.

    ●  Compile lessons learned and input them into best practices.

    ●  Oversee the Construction Schedules in conjunction with the Construction Engineer and liaise with the Construction Engineer to make sure that the Administration of  Construction Agreements and Milestone payments are done in line with the agreed terms and conditions and UNOPS guidelines.

     Advisory Services

    ●  Offer guidance on Contract Management systems and processes, such as Vendor Management, Contract Administration, and vendor payments, to ensure compliance with UNOPS rules and procedures.

    ●  Provide guidance, training, quality assurance, and monitoring to the contract management team to ensure adherence to UNOPS policies for contacts, services/goods delivery, and payments.

    ●   Provide advice to Project Managers to ensure contracts and grants are managed and monitored in accordance with developed standards; provide hands-on support to Project Managers to troubleshoot high risks and issues with contractors/grantees.

     Education/Experience/Language requirements

    1.       Education/ Experience/ Language Requirements

    Education:

    ●  A first level University degree (Bachelor’s Degree or equivalent) with a minimum of two year of relevant experience is required; OR

    ●   High School (Secondary or equivalent) with a minimum of six years of relevant experience is required.

    Experience:

    ●   Relevant experience is defined as experience in contract management and procurement management.

    ●  Experience working on management of post procurement activities including contract management or vendor payments is required.

    ●  Computer literacy is required.

    Language:

    ●  Fluency in English (speaking, reading and writing) is required.

    ●  Fluency in Somali (speaking, reading and writing) is required.
