    HALO Somalia Construction Officer-Site Engineer, Terms of Reference

    Position: Construction Officer-Site Engineer

    Location: Mogadishu, Somalia

    Contract: 4 months. June – September 2024

    Contract category: Temporary contract.

    Background Information

    HALO Somalia is looking for a qualified, motivated, and experienced Somali professional for the position of Construction Officer-Site Engineer. The role will primarily support the Construction Manager (CM) in materialization of Construction Works around Mogadishu. The role may include additional responsibilities under team requirement. The contract is initially for 4 months with the possibility of extension, subject to futures construction tasks.

    Working Context

    Under the supervision of the Construction Manager, will be responsible for managing and supervising Construction Works within the HALO Somalia WAM project. The Construction Officer-Site Engineer must work and directly supervise the contractors in charge of the construction tasks, guaranteeing the correct progress of the processes and their completion. He must always guarantee and look after the interests of The HALO and the beneficiaries. The Construction Officer will also be expected to use initiative in problem-solving and help other departments in their activities when requested to do so.

    Job Purpose

    1.       The Construction Officer-Site Engineer will be directly responsible for the materialization of the Construction Works assigned by the construction Manager.

    2.       Additionally, the Construction Officer is responsible for support the Program Manager (PM), the WAM Project Manager (WAM-PM) and Construction Manager (CM) in formulating and implementing WAM task relate to the above-mentioned construction task.

    3.       The Construction Officer will also be expected to:

    a.       Have knowledge and experience on supervise, managing and delivering constructions tasks.

    b.       Demonstrate leadership qualities.

    c.       Have good time management skills.

    d.       Excellent verbal and written communication skills in both English and Somali.

    e.       Have a strong ability to problem-solve and use initiative.

    Main Responsibilities and Tasks

    • The Construction Officer will mainly perform the following duties:
    • ·         Work in the WAM-Construction area above designated and under the direct supervision of the CM.
    • ·         Will be directly responsible for the materialization of the SPF-logistic Construction Works, under the supervision of CM.
    • ·         Support the Program Manager (PM), the WAM Project Manager (WAM-PM) and Construction Manager (CM) in formulating and implementing WAM contracts with donors.
    • ·         Daily supervision of construction site, checking about compliance with Construction Project and the schedule.
    • ·         Keep up to date the documentation on the Construction Task Dossier, referring to the construction task, with the support of the CM.
    • ·         Elaboration of preliminary Bill of Quantities (BoQ) as well as budgets as first response to eventual changes or variations of the Construction Layout.
    • ·         Conduct regular inspection visits at the construction site, prepare visit reports, biweekly reports and help CM to elaborate the Quality Assurances Report.
    • ·         Provide support to the CM or other members of the international or national Staff in evaluation visits to the Construction Site.
    • ·         Ensure that all HALO finance, logistics and fleet related activities to which the Construction Officer position relates are conducted in accordance with HALO SOMALIA SOPs.
    • ·         Adhere to all HALO national and global policies and ensure they are respected by all colleagues.

    Skills and Qualifications

    Necessary Qualifications

    • ·         Clearly demonstrable professional qualification in the construction sector (University Degreed).
    • ·         At least 3 years of work experience in the construction sector.
    • ·         Demonstrable experience as a construction works inspector for a period of at least 2 years.
    • ·         Fluent in written and spoken English.
    • ·         IT skills.
    • ·         Basic knowledge of AutoCAD or similar representation tools.
    • ·         Ability to work in a team and follow procedures.
    • ·         Ability to implement and monitor work projects in challenging environments.
