A.     BACKGROUND

The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Education, Culture and Higher Education has applied for financing from the World Bank towards the cost of Somalia Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes across all Federal Member States.   

The Project consists of the following four key components: (1) System Building - This component will focus on strengthening systems at the FGS and the FMS levels to implement Somalia Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged -  This component will help Somalia roll out practical and economical ways to begin to redress the < 20% enrollment rate challenge faced by most districts in Somalia, among the world indicators; (3) Enhanced instruction quality - This component will develop a 2-year Teacher Professional Development Program (TPDP) that will be delivered using a blended learning approach and support 6,000 teachers to complete the program. Activities will include the design, development, testing, refinement and large-scale implementation of the TPDP; and (4) Project Management - Current capacity at all administrative levels, FGS, FMS levels, regional and district levels is weak. The project will finance key project staff at the FGS and FMS levels and consulting services to support the FGS to oversee school construction design, engineering, and supervision and capacity building to support FGS contract management.

The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a consultant (Project architect) to work closely with the various implementing entities and project management unit for overall construction activities under the project.

  1. Scope of Work and Responsibilities:

Reporting to the Project Manager, project architect is responsible for to support project teams in preparation of project appraisal reports; to formulate project aspects related to civil engineering and contracting; and evaluate and supervise SEHCD projects to ensure that signed contracts pertaining to works aspects are executed as per the specifications and contract’s timelines.

Under the leadership of the Project Manager, the duties of the Project architect will include:

  • Review the preliminary designs developed by FGS (MoECHE)/design consultants.
  • Contribute to the design preparation and evaluation of project administrative and financial structure including costing for the project appraisal reports.
  • Support the MoECHE in the overall process of implementation of the education infrastructure project across all the regions and project sites.
  • Assist in monitoring education sector projects especially the following aspects: i) finalization of all required drawings for construction and to be included in bids; ii)bidding procedures related to civil engineering works; iii) processing disbursement requests regarding civil engineering works, goods and services and requests of replenishment of working capital funds; iv) planning, implementing and monitoring contracts activities; v) reviewing activities and audit reports; vi) coordinate progress of work with site engineers; vii) represent PMU in all technical matters and assist PMU manager in such matters. 
  • Ensure that the implementation of school infrastructure is carried out according to the trade practices.
  • Participate in multidisciplinary project supervision missions; evaluate architectural/engineering aspects of the project with borrowers and other parties.
  • Contribute to preparation of project supervisions reports and the follow up of the recommendations of missions and TPM pertaining to works.
  • Review the outputs of the works supervising consultancies and give guidance to other additional work to be done or removals based on the contract terms and available budget provisions.
  • Make presentations to the Bank and other forums as required as an expert in his/her field of specialization and participate in projects reviews.
  • Review and provide feedback on project’s quarterly progress reports pertaining to works.

 

Skills and qualifications

  1. Selection Criteria:

Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • The consultant will be an Architect with a minimum qualification of Degree in Architecture with at least 8 to 10 years of working experience and registered by the relevant professional bodies.
  • A master’s degree in architecture or closely related profession is desirable and an added advantage.
  • He/she would be expected to have wide experience in infrastructure planning, design and development in social infrastructure (education, health facilities). A thorough understanding of project development, costing and programming and presentation of such data and information in various formats of spreadsheets and charts so as to meet development agencies’ project formulation formats. He/she also would be well experienced in institutional planning and requisite services and usage of space in modern education institutions including models on optimization of space use in training.
  • He/she would be familiar with functioning of an education institution so as to support the project team in undertaking necessary consultations for the projects.
  • He/she should be computer literate and if possible able to work on various packages including word-processing, Excel Tables, or Costab or other related programmes. He/She should be able to undertake illustrations (where need be) through CAD programmes without need for drafting assistants.
  • He/she would be expected to have keen environmental awareness in the built environment and the emerging debate in the fight against global warming and how efficiency in design of institutional infrastructure could positively contribute to the reduction of environmental destruction. Adequate knowledge in ‘green buildings’ is therefore crucial.
  • Previous experience in working with international institutions or key corporate sectors in the area of project formulation and development would be an added advantage.
  • Prior experience working with the Federal and State Ministries of Education is highly preferable.
  • Experience in working with international development partners and other non-state education providers is greatly desirable.
  • Excellent writing and oral skills in English,

  • Excellent communication and presentation skills.
  • Demonstrated experience and skills in facilitating stakeholder/working group consultations.
  • Demonstrated knowledge and experience in developing policies, and regulations especially in the area of education infrastructure facilities.
  • Willingness to travel and work across all states of Somalia.
  1. Duration & Duty Station: Twelve (12) months with possibility for extension based on performance and requirement. The duty station is Mogadishu Somalia with travels to the Federal Member States.
  2. The Ministry of Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018 and November 2020, and current edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
  2. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
