A.     BACKGROUND

The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Education, Culture and Higher Education has applied for financing from the World Bank towards the cost of Somalia Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes across all Federal Member States.   

The Project consists of the following four key components: (1) System Building - This component will focus on strengthening systems at the FGS and the FMS levels to implement Somalia Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged -  This component will help Somalia roll out practical and economical ways to begin to redress the < 20% enrollment rate challenge faced by most districts in Somalia, among the world indicators; (3) Enhanced instruction quality - This component will develop a 2-year Teacher Professional Development Program (TPDP) that will be delivered using a blended learning approach and support 6,000 teachers to complete the program. Activities will include the design, development, testing, refinement, and large-scale implementation of the TPDP; and (4) Project Management - Current capacity at all administrative levels, FGS, FMS levels, regional and district levels is weak. The project will Procurement key project staff at the FGS and FMS levels and consulting services to support the FGS to oversee school construction design, engineering, and supervision and capacity building to support FGS contract management.

The Banadir Regional Administration intends to hire a Social Safeguards Officer to work closely with project implementation unit.

  1. Scope of Work and Responsibilities:

The Social Safeguards Officer will lead the social safeguarding activities of the project at FMS Level

Under the leadership of the Banadir PIU Coordinator, the duties of the Social Safeguards Officer will include:

  • Implement and enforce modalities, mechanisms and plans related to project instruments -SEP, ESMF, LMP, RPF, ESCP, and SEAH Prevention and Response Plan in accordance with the guidance of the PMU’s Social and Gender specialist.
  • Provide guidance and templates to BANADIR MoE partners and contractors regarding Social Risk Management (SRM) mechanisms.
  • Review and monitor the performance of the project on the SRM while undertaking necessary follow-up actions to ensure compliance by all project partners.
  • Ensure that the ESMPs (C-ESMPs) are developed according to WB guidance, consulted upon, and cleared by the social specialist at the PMU before any activities take place.
  • Ensure that social and gender safeguard summary and reports are developed in consultation with the PMU Social and Gender safeguards specialists.
  • Support the Social and Gender specialist to build the capacity of the BANADIR MoE to comply with the ESF requirements and promote synergy and coordination across the MoE, district authorities, school management and local community partners.
  • Ensure that ESF and Social and Gender safeguards’ requirements are adequately incorporated into all contracts and contractors’ contracts.
  • Promote inclusivity, transparency, accountability, and gender equity throughout the project by ensuring that community concerns and suggestions are listened to and incorporated into the project.
  • Undertake regular field visits in the selected schools’ construction sites and districts, and provide technical support to school management, school GBV focal points, and the local community partners to monitor the progress and the effectiveness of grievance redress mechanism (GRM), SRM, and SEAH prevention and response plan.
  • In addition to SEHCD project the social safeguards officer will be responsible for safeguarding activities under the SOMALIA EMPOWERING WOMEN THROUGH EDUCATION AND SKILLS PROJECT - "RAJO KAABA" project.

Skills and qualifications

  1. Selection Criteria:

Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • A degree in sociology, social work, anthropology, education, community development, gender studies or development studies.
  • At a minimum, 3 years of community development experience in Somalia with at least some experience of each of the following:
  1. a) promoting inclusion of vulnerable and disadvantaged groups including marginalized groups, IDPs, women and people living with disabilities.
  2. b) community engagement and participatory approaches.
  3. c) conflict mitigation and peacebuilding.
  4. d) fair and equitable labor management.
  5. e) trusted and functional complaints mechanisms.
  • Excellent English and Somali written and verbal skills. 
  • Excellent understanding and demonstrable commitment to social inclusion, conflict mitigation, labor management, gender programming and GBV prevention, stakeholder engagement and participatory development.
  • Experience in managing community-level projects, implementing activities in partnership with local authorities and schools and providing technical assistance to school stakeholders including CEC, SAC, pupils, and their parents.
  • Familiarity with the World Bank’s social framework instruments to develop local social risk management mechanisms.
  • Hardworking and proactive with an excellent organizational, team working and team-building skills.
  1. Duration & Duty Station: Twelve (12) months with possibility for extension based on performance and requirement. The duty station is Mogadishu Banadir Somalia.

  2. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
