Essential job functions:
The role of the Programms Director is to provide strong leadership to manage and further develop DBG’s Country Programme, leading the implementation of current and future activities, developing and managing relationships with international and national actors working towards a peaceful and prosperous Somalia.
The post holder will be responsible for the overall management of the programme including monitoring programme delivery against DBG’s country strategy, elaborating the strategic framework for further evolution, fundraising to pursue opportunities for programme development, financial oversight and reporting to donors.
The Programs deal with and are being implemented in a highly changeable context, in this environment, effective programme management also involves planning for and managing a range of expected risks. Finally, the post holder must contribute to organization-wide processes and discussions to advance DBG's thematic priorities, methodological approaches and organizational development
Job Description
Duties and Responsibilities
· Strategic Planning and programme development
· Manage, implement, adjust and elaborate the DBG strategic framework for further evolution including pursuing and identifying relevant opportunities for programme development.
· Identify and develop relationships, ensuring regular engagement and coordination, with key strategic partners in government, civil society, donors and the wider international community.
· Promote internal lesson-learning within DBG programmes to ensure effective knowledge management on cross – organizational thematic issues (such as conflict sensitivity, and functions (such as capacity building, policy research, advocacy, fundraising and communications)
Programme management and implementation
· Manage and oversee the DBG Somalia programme.
· Manage and undertake annual planning and strategy review processes.
· Manage the development and implementation of advocacy strategies targeting decision-makers and opinion-shapers in Somalia
· Ensure overall monitoring and evaluation of the programme, including supervision role of the MEAL team, plans and undertaking quarterly review processes.
· Lead in the production and delivery of narrative reports for donors
· Ensure the documentation of the DBG Programme’s activities and effective information management
· Analyze and report the humanitarian needs and provide clear and detailed recommendations for intervention.
· Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
· Lead project proposals and concept notes writing in coordination with program department/senior management team with regards to funder’s deadlines and specifications
· Organize and facilitate training sessions for technical teams and assisted communities.
Fundraising
· Identify potential partners and establish relationships and program opportunities.
· Manage and enhance relationships with existing donors and stakeholders, and identify new donors through networking, coordination and advocacy.
· Develop plans, strategies and setting goals to hit fundraising targets and other supporting documents.
· Write effective fundraising applications in response to calls for proposals from the current portfolio as well as new institutional and other donors
· Assist in managing a system for maintaining all contacts, information and deadlines for each grant awarded and new fundraising opportunity.
· Develop and manage programme budgets and in- line with DBG’s organizational processes
· Provide overall financial oversight to the programmes.
· Ensure accurate and timely funding reports, working closely with the Finance Manager. ensuring accurate financial and funding reports, working close accounts
Representation and advocacy
· Make high level representation at external meetings and raise the profile of DBG’s Country Programme both in terms of promoting organizational work and cross organizational lessons learned.
· Raise the profile of DBG’s work by managing the production and dissemination of appropriate information materials (e.g. publications, policy briefings) in- line with DBG’s overall communication guidelines and practice
Partnership and people management
· Line-manage the programme teams, manage external consultants, as needed.
· Ensure effective cross-learning, capacity-building, and communication.
· Ensure timely and accountable narrative and financial reporting by DBG to comply with donor requirements
Miscellaneous:
Be prepared to undertake other duties related to DBG’s programmes as and when required by the Executive Director.
Skills and qualifications
PERSON SPECIFICATION
Essential requirements
• At least 5 years’ experience in a management post (of which at least 2 years are in a senior capacity), including managing multiple grants/budgets and staff with experience of managing operations as well as programmes, preferably in an international/INGO setting.
• Proven ability to lead fundraising and programme management and development including experience in dealing and managing donor relations.
• Good understanding of the discourse on humanitarian, resilience and development issues in horn of Africa
• Excellent interpersonal skills, in particular ability to build meaningful relationships with potential and existing international donors
• Demonstrated capacity to adapt to rapidly changing environments and to find innovative ways to respond to emerging organizational needs
• Excellent communication skills (writing and spoken), including a high standard of written and spoken English
• Experience of working with grassroots organizations, Capability to take initiative, to plan and work independently, while being a strong and dependable team player
• Ability to prioritize multiple tasks and meet deadlines. Experience using donor database software/platforms
Qualification/Education
• University degree or equivalent in a relevant discipline (preferably economics, politics, social development studies, humanities) or relevant experience
• A proven track record of raising funds from a range of public, government and private sector
