1.       BACKGROUND OF THE PROJECT

The Somalia Ministry of Education, Culture and Higher Education in partnership with World Bank is currently implementing the Somalia Empowering Women Through Education and Skills (Rajo Kaaba) Project and Somalia Education for Human Capital Development project (SEHCD). Rajokaaba project approved on June 30, 2022, aims to empower girls and women (age 15-35 years) through enhanced literacy and numeracy skills, skills for income generation, and skills for leadership. The project is supporting expanded provision of second chance education and skills training in priority sectors and increased uptake and completion of higher education degrees in targeted vocations. The project spans interventions across the non-formal education, vocational education, and higher education departments of the Ministry of Education.

The Somalia Education for Human Capital Development (SEHCD) Project aims to increase access to primary education in underserved areas, with a focus on girls, and to improve quality of instruction. The Project will consist of system building (Component 1), the expansion of access to quality schooling for the disadvantaged (Component 2), enhanced instruction quality (Component 3), and project management (Component 4). 

The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a qualified M&E specialist to be responsible for the implementation of M&E activities within the Somalia Empowering Women Through Education and Skills, and SEHCD projects. 

Responsibilities: The M&E specialist is responsible to advise the project manager on overall monitoring and evaluation of the projects, develop adequate M&E tracking tools (with baseline and targets), techniques, frames, etc., in consultation with the FMS PIUs. Monitoring the targets for all components of the project in line with the Results Framework included in the Project Appraisal Document and consolidating expected outputs/outcomes of all the activities into a unified plan to serve as a central point of reference for monitoring performance against benchmarks and targets. He/she will Coordinate and manage M&E activities at the federal and FMS levels, including supervision of any field activities. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following website https://moe.gov.so/en/jobs/  or can be provided upon submission of application. 

Skills and qualifications

1.       Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

a)      Bachelor’s degree in evaluation, economics, statistics, project management, political science, sociology, or another quantitative social science discipline. Having a master's degree is an added advantage.

b)      Minimum 7 years of experience in development programs that entailed responsibility for the development and implementation of M&E Systems with proven results; and at least two years of experience that relates to this role.

c)      Experience in M&E of national or international projects, sound knowledge of statistical indicators, data analysis, data processing and data reporting.

d)      Experience in the management of quantitative and qualitative evaluations, familiarity with evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.

e)      Experience in coordinating evaluation activities in the field on at least one large project.

f)       Experience in managing and training junior evaluation staff.

g)      Previous experience in education projects would be a plus.

h)      Experience in at least one statistical data analysis software such as Stata, SPSS, R, or other, and  in CAPI programming is a plus.

i)       Proficiency in MS Office packages, including Excel.

j)       Excellent proven report writing skills in English and Somali.

k)      Excellent communication in English as well as in Somali language.

l)       Ability to work under tight deadlines.

m)   Ability to travel to the field.

2.       REPORTING

The M&E specialist will report to the Project manager, He/she will also work under the guidance of the Director General and PS, Ministry of Education, Culture, and Higher Education.

3.       Duration of Assignment:

The M&E specialist shall be contracted for an initial one-year period.

The Ministry of Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services.
