Overview

The role of the HALO Somalia Construction Project External Evaluator (CPEE) is to provide technical advice and assistance; review HALO Somalia construction SOPs; improve the SOP and process; then observe the process in action and provide reports to HALO and the US State Department.

The CPEE may either be an individual with appropriate experience and qualifications, or may be a candidate contracted to conduct this work by a company who wishes to bid for the work.

Specified tasks

The tasks conducted by the CPEE are as follows:

1.              A review of HALO Somalia’s construction SOPs and historical implementation, to include any recommendations for improvement, to be completed no later than 20 January 2024. The initial report to be provided directly to The HALO Trust and State.

2.              A workshop with the programme team to decide how any recommendations should be implemented, and adjusted if necessary to fit into the Somalia context, to be completed no later than 31 January 2024. The final report from this workshop to be agreed by the CPEE and The HALO Trust before submission.

3.              Monthly visits to HALO Somalia to review all projects and confirm compliance with SOPs. The CPEE will provide these reports to The HALO Trust for review. Monthly visit should be organised in close cooperation with HALO’s internal construction audit team.

4.              Review of all construction projects carried out by The HALO Trust Somalia including: review of tender process and documentation prior to commencement of construction; review of all processes prior to and finalisation of payments to contractors for completed works; review of final documentation packs for each construction. The CPEE shall provide a report on HALO’s procedures for each construction intervention.

5.              Provision of technical advice at all stages of the review process where the CPEE sees potential to improve work.

Skills and qualifications

Experience and Qualifications

 Essential

   Two or more years experience working in Somalia

   Two or more years experience in the construction sector

   Fluent written and spoken English

   Valid passport and ability to regularly travel to Somalia

Desirable

   HEAT training

   Spoken and written Somali

   Currently based in Mogadishu

   Current professional qualifications related to the construction sector
