Role Purpose:

The purpose of this position is to lead the management and development of Concern’s Resilience programming portfolio in Somalia. The role holder will also further provide technical inputs, lead proposal development, and ensure cohesion across Concern’s broader resilience portfolio.

Since the 2011 famine, over the past 11 years Concern’s Resilience team have built a reputation for high-quality programming, using community-driven solutions and adaptive management approaches to address the lived realities and root causes of challenges to sustainable community resilience to (predominantly climate-) shocks. The role holder is expected to enhance the impact of Concern’s programming by strengthening resilience to shocks and stresses, supporting climate change adaptation, and promoting environmental protection and regeneration, while ensuring alignment with Somalia’s National Development Plan. Concern’s integrated Resilience portfolio includes livelihoods, economic inclusion, WASH, Disaster Risk Reduction (DRR), Health & Nutrition, Early Warning Early Action (EWEA), and social protection. The programme is currently implemented in Banadir, Gedo, and Lower Shabelle in partnership with three local NGOs, alongside direct implementation by Concern.

As Resilience Programme Coordinator, you will provide vision, leadership, and coordination both internally and at the Consortium level to ensure high-quality implementation and reporting, innovative programme design and technical approaches, and scalable resilience impacts backed by evidence-based learning.

Responsibilities:

Programme Management:

       Assume overall responsibility and manage Concern’s implementation of FCDO-funded BRCiS Programme and any other programmes with resilience goals, ensuring implementation in line with the programme documents and contractual requirements.

       Assume overall responsibility for technical advancements of resilience programme methodologies and communication efforts related to these advancements.

       Work closely with the Health & Nutrition, Education, WASH & Construction, Country Emergency Coordinators respectively (and others per need) to ensuring successful integration and implementation of sectoral and location specific interventions within the resilience programming.

       Create a unified team of all involved in wider resilience programme, including partners, through regular organized discussions and meetings to ensure all stakeholders are approaching the programme as one unit.

       Provide leadership along with Climate Change Adaptation and Resilience Advisor in developing and scaling early warning systems and anticipatory action for resilience in the wider-Concern Somalia programme and internally working closely with the Country Emergency Coordinator to link the resilience and emergency programme portfolios.

       Responsible for financial management in accordance with the programme budgets; monthly/quarterly reviews of the management accounts and reports; forecasting; oversight of donor financial quarter reports and related compliant reporting thereof.

       Ensure narrative reports, learning documents and requests for information are produced to high quality and on time.

       Monitor and ensure the quality of programme interventions, providing technical guidance and planning/contracting oversight for both field staff, partners and consultants.

       Liaise with Concern technical advisors and other actors to ensure programme quality meets acceptable standards and both reflects and informs wider learning and best practice experience.

       Contribute significantly to overall vision and leadership in Concern’s efforts to progress adaptive management and management innovation practices, leading within resilience programmes and communicating demonstrated best-practices to the wider country programme, Concern globally and Somalia coordination fora.

       Keep abreast of new developments in the resilience field, and – in line with Concern’s organisational position - train programme teams on these issues so they are up to date and able to adapt programmes to new thinking/approaches.

Programme Growth:

       Lead the rollout of the Concern Somalia Resilience Programme Strategy.

       Develop high-quality concept notes, proposals, reports, and briefing papers aligned with Concern and sector strategies, ensuring they meet donor requirements to expand Concern Somalia’s resilience and climate-smart project portfolio.

       Proactively position Concern for future collaboration and donor funding by engaging with external and new partners.

       Document lessons learned by gathering, collating, and writing learning briefs on resilience programmes.

       Research, adapt, and develop evidence-based technical program guides, manuals, and resources to enhance and innovate resilience programming.

Engagement with Local Implementing Partners:

       In collaboration with the Resilience Programme Manager (PM), Partnership Advisor, and Programme Director, provide or source capacity support for partner organisations as required; ensure capacity assessments remain updated and significant changes in partner capacity are responded to appropriately.

       Work with the Programme Manager (PM) and Grants & Information Manager to ensure accurate partner agreements and contracts are in place, monitored and reported on.

       Work closely with the PM and Finance Manager-Partners to monitor progress of partner implemented activities; review partner reports (financial/narrative) and approve disbursements.

Human Resource Management

          Ensure recruitment of staff as needed and support their training, mentoring and supervision.

          Provide close support, line management and professional mentoring for Resilience PM, and to wider team working on Resilience programming as appropriate.

          Build capacity of resilience programme staff and partners through training and mentoring, and ensure they are up to date on current thinking around resilience.

         Work with the PM to ensure programme staff strictly adhere to security measures/procedures as stated in the

Security Management Plan and comply to Concern’s Code of Conduct and Associated Policies.

          Support technical capacity building of field staff through technical updates, training opportunities, exchange visits, literature sharing and other initiative

External Relationships and Fundraising

          Represent Concern as a technical leader in Somalia resilience work, in Somalia cluster/working group coordination fora, multi-lateral events and to the national and regional resilience community.

         Work with Concern Grants and Information Manager, technical advisors and advocacy teams to develop, professionally write and disseminate technical-advocacy pieces to donor and external stakeholders, and Value for Money of Resilience investments.

          Maintain relationships with external partners and colleagues working on technical learning aspects of the programming.

          Represent Concern and contribute to the BRCiS Programme Management Group, ensure PD is briefed on programme progress as well as any issues that need to be raised at Steering Committee level.

          Ensure effective relations are maintained with the donors and other BRCiS consortium members, Consortium Management Unit in particular, and keep Grants and Information Manager and PD updated.

Monitoring, Evaluation, Accountability and Learning (MEAL)

          Provide overall vision and leadership in Concern’s resilience measurement efforts.

          Lead the team to develop and maintain annual/quarterly work plans and ensure programme staff regularly gather and document activity and output data.

          Provide technical support to the M&E unit in designing and conducting surveys; ensure data are analysed and used to influence and adjust work plans and decisions; support or lead research initiatives wherever possible.

          Build and maintain relationships with BRCiS MEAL working group, wider resilience community of practice regionally and within global resilience measurement groups.

         Maintain and appropriately share a dataset and analysis of context (including ongoing seasonal performances) in Somalia/Somaliland programming areas in particular, and ensure the programme remains relevant and responsive.

          Conduct frequent supervision and monitoring visits to programme areas (per security clearance) and identify any issues needing attention related to implementation, donor compliance and programme quality standards.

         Collaborate with Programme Director to continually ensure, strengthen and demonstrate quality and accountability in programming, including through demonstrable consideration of cross-cutting issues such as conflict sensitivity, equality and protection.

Senior Management of Wider Programme

          Contribute to Concern Somalia management team meetings and decision-making.

          Contribute to the roll out of the Country Strategic Plan and provide inputs to monthly and annual reports.

          Provide technical advisory support to other programmes as required, especially through collaboration with the Durable Solutions Programme Coordinator and PD.

          Proactively facilitate and support PD efforts to ensure effective and efficient collaboration and synergies across

Concern’s broad Somalia/Somaliland programming portfolio.

Accountability and Safeguarding

          In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E as well as during project closure);

         Work with research partners to ensure that people involved in the research are aware of Concern’s Feedback, Complaints and Response Mechanism (FCRM) and know how to access it and that it is functional and accessible and that feedback and complaints are welcomed and addressed;

          Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected research staff behaviour is disseminated among programme participants and communities.

         Ensure research staff understand and adhere to the Concern Code of Conduct and Associated Policies

          Ensure the Core Humanitarian Standards (CHS) are understood by research staff and partners.

       All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Skills and qualifications

Essential:

          Master’s degree in international development/relations, business, economics, environment, climate action or other field relevant to community resilience.

          At least 7 years’ experience in humanitarian/development aid – ideally in Resilience programming - in complex contexts, with minimum 3 years in a management role.

          Excellent report and proposal writing skills in English language; experience in interpreting data and writing reports to a rigorous technical standard.

          Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.

          Results oriented, with strong analytical skills and an eye to details.

          Detailed knowledge of latest resilience measurement guidance and ability to distil complex resilience concepts into real-world examples across differing livelihood zones.

          Experience developing and managing detailed budget plans and forecasts and applying them to flexible financial/programme management practices within major donor guidelines.

          Experience working on large major donor funded programmes, ideally FCDO and/or World Bank, also USAID and EU, etc, and sound knowledge of key specific donor compliance regulations.

          Experience working through local partner organisations and of remote management.

          Experience managing staff, staff development and building a team culture conducive to innovation and learning.

          Working understanding of and commitment to Accountability and the Core Humanitarian Standard (CHS).

Desirable:

          Experience working in Somalia/Somaliland, Horn of Africa or other comparable context.

          Experience working in complex consortium structures.

          Experience in early warning and anticipatory action and/or DRR would be strongly preferred.

          Knowledge and understanding of commercial contract programme management and compliance.

          Experience undertaking humanitarian contextual analysis.

          Understanding of cross-cutting issues and their application in programming, especially gender equality, centrality of protection, and conflict sensitivity.

          M&E knowledge and experience, specifically designing and conducting surveys, analysing data, use of digital data gathering technology.

          Contributions to published work on resilience theory, resilience measurement or adaptive management.

          Demonstrated understanding of design-thinking (human-centred design) approaches and applications in programme designs and methodologies.
