Title:  Temporary Construction site supervisor (2 Positions)TEAM/PROGRAMME:  Operation-DRSLPII, SomaliaLOCATION: MogadishuGRADE: 5

POST TYPE: National

Contract period: five (5) months

Child Safeguarding:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To contribute to Save the Children’s capacity to meet its drought response and child

survival objectives in Somalia regions, through the provision of quality and continuous supervision of infrastructure activities for designated ministry of livestock, forestry, and Range (MoLFR) and Ministry of Energy and Water resource (MoEWR) in Mogadishu.

 SCOPE OF ROLE:

Day to day supervision, monitoring, reporting and guidance of the DRSLP II infrastructure activities in the ministry of Livestock, forestry & Range and Ministry of Energy and water resource in Mogadishu

Direct Reports to: DRSLPII Project Coordinator/DRSLPII’s SS Focal point, SCI Construction Engineers and will report technically to the DRSLPII chief engineer.

Dimensions: DRSLPII project is implemented by Save the Children works in Southern States, Puntland, and Somaliland.

 External: Suppliers, Service providers, Government authorities & external auditors

  KEY AREAS OF ACCOUNTABILITY:

Precise objectives will vary between assignments. The core areas that the position holder will be expected to deliver on are as follows:

·         Supervise the setting out, levelling and surveying of the site before and during the construction works.

·         Check plans, drawings, and quantities for accuracy of calculations.

·         Ensure that all materials used, and work performed are as per specifications and required quality standards.

·         Oversee the selection and requisition of materials and equipment to be used for the construction works.

·         Document and report immediately on any planned changes in the work by the contractor, prior to any changes being affected.

·         Conduct regular site supervision and regular inspections at critical phases of the construction works; proactively identify issues that could lead to problems and facilitate their solutions while closely liaising with SCI Engineers.

·         Liaise with all subcontractors, supervisors, quantity surveyors and the general workforce involved in the project during the duration of the construction works.

·         Liaise with the local authority (where appropriate to the project) to ensure compliance with local construction regulations and by-laws.

·         Day-to-day management of the site and full-time site office requirement, including monitoring of the site labor force and the work of any subcontractors

·         Plan the work and efficiently organize site facilities to meet agreed deadlines and schedules.

·         Supervise proper storage and disposal of waste products or other construction hazardous materials.

·         Oversee quality control, health, and safety matters on site by following and enforcing standards and procedures and complying with legal regulations; Complete and submit weekly reports.

·         Prepare weekly reports as required while closely liaising with the SCI Engineer.

·         Provide high quality, interesting photos with clear captions and send them to the SCI Engineer.

·         Support the resolution of any unexpected technical difficulties and other problems that may arise with close coordination with SCI Engineer.

·         Any other duties assigned.

       EXPECTED OUTPUT:

·         Interpretation of Bills of Quantities (BoQ) and contract documents: Provision of field support to supervising contractors and act as the Engineer’s Representative on behalf of SCI Engineers. Ensure all specified quantities are delivered and in the right quantities.

·         Confirm of Contractor’s Invoices:

·         Before contractors submit invoices for payment, assess completed work items and make recommendations for payment. If items requested for payment are not complete, advise contractor to revise invoices accordingly.

·         Supervision of rehabilitation/implementation of all ongoing infrastructure works in the area.

·         Prepare and submit a weekly progress report and ensure quality and accuracy works has been done on the site.

This position requires a motivated team player who can work flexibly in stressful situations, with a solid background in project management, a quick learner with good inter-personnel skills and a positive personality, with a good track record. 

Skills and qualifications

         BSc. Degree in Civil Engineering from a reputable University.

·         Minimum of 4 years’ experience in Building construction with excellent hands-on construction skills.

·         Experience in Computer Aided Designs like AUTOCAD, ARCHICAD, REVIT ETC is MUST

·         Experience in quantity surveying, project design, implementation and evaluation.

·         Ability to write clear, well-argued technical assessment and project reports

·         Experience of and commitment to working through systems of community participation

·         Excellent communication skills

·         Politically and culturally sensitive with qualities of patience, tact and diplomacy

·         Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

·         Commitment to SC's Child Protection Policy

·         Computer literate (ability to use advanced excel)

·         Ability to write clear and well-argued assessment and project reports.

Desirable

·         Experience of site construction mobilizations, site work planning etc.

·         Ability to work hands on implementation capacity

The capacity and willingness to be extremely flexible, and accommodating in difficult and sometimes insecure working circumstances

 Key competencies:

·         Knowledge in reading and interpreting technical drawings and work plans.

·         Experience in supervising in large scale construction projects.

·         Excellent understanding of electrical, plumbing, HVAC, roofing, foundations, carpentry, and masonry work.

·         Established credibility and integrity and the ability to set priorities and exercise flexibility where necessary.

·         Excellent communication and written reporting skills and good use of computer programs like AutoCAD, Microsoft Word and Excel.

·         Relate to others in a manner that creates sense of teamwork and cooperation.

·         Able to work independently.

·         Able to read, speak and write in both English and Somali language

·         Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin

·         Experience of community mobilizations, distributions, and hygiene promotion.

·         Ability to work both in an advisory and a hands-on implementation capacity.

·         The capacity and willingness to be extremely flexible, working away from home, and accommodating in difficult and sometimes insecure working circumstances.
