Position: Community Health Manager
Job Grade: Band 6
Location: Mogadishu
Reports to: Project Coordinator
Supervises: Branch CBS Officers and Community Health Focal Points
Overall Job Purpose
Coordinate the Planning, implementation, supervision, support and monitoring and evaluation of Community Health and Community Based Surveillance Projects, aimed at the early detection and response preventing outbreaks in the communities and providing community health interventions supporting the continuum of care. Develop and implement capacity building programs and coordinate supervisors who facilitate trainings and workshops aimed at empowering vulnerable communities to improve primary health care services.
Essential Duties & Responsibilities
Program Planning & Implementation.
§ Overall management and coordination of the Community Health (CH) and Community-Based Surveillance (CBS) projects in ECHO Project location
§ Develop CH and CBS budgets, workplans, logframes and other project documentation in collaboration with the project teams and senior management
§ Monitor project budget expenditure and participate in the development and assessment of project Budget Variance Analysis
§ Provide training of Community Health and CBS volunteers in project locations
§ Provide technical support to the Assistant Community Health Manager, CBS Officers and Community Health Officers
§ Overall management of community-based surveillance platform (Nyss) where volunteers send coded SMS.
§ Responsible for communicating with partners e.g. Ministry of Health (MoH), when triggered alerts require partner response
§
§ Work closely with CBS, Health and Program staff from Partner National Societies (PNS) to ensure projects are established and maintained at a high quality, remain within budget and are on time
§ Commitment and effective interpersonal and communication skills, including presentation and report writing skills
§ Conduct and coordinate assessments of needs and feasibility of CH and CBS activities in current and potential new regions.
§ Develop, review, and adjust the CH and CBS strategies for the targeted areas in collaboration with stakeholders and partners
§ Work closely with the community health team and branch health officer, the volunteer supervisor, volunteers and communities to formulate functional prevention and health emergency response to epidemics and pandemics
§ Document functionality, effectiveness and lessons learned from CBS and CH and actively participate in the dissemination of those results in the country and beyond (e.g., to other CBS and CH projects)
§ Work towards the achievement of project goals through effective technical and managerial methods.
§ Develop and support up an atmosphere of respect and trust with the branches and SRCS officers.
§ Prepare and submit routine reports (weekly, monthly and quarterly and annual) and ad hoc reports to SRCS management, donors, MoH and other stakeholders as required
§ Perform any other incident-specific duties assigned as may be required by the functional supervisor.
Operations Management
§ Assist with event planning and implementation in support with program counterparts
§ Support logistic arrangements for project activities in coordination with the Administration Department
§ Maintain proper inventory records of goods and equipment owned by the project and ensure that relevant control systems are in place and complied with
External Relationships
§ Represent SRCS at various CBS fora and attend relevant meetings and events to promote CH and CBS project activities
§ Foster partnership and networks with stakeholders, government ministries, humanitarian actors and community-based groups in the development and implementation of CH and CBS projects
§ Build and foster alliances and networks that enhance sharing, learning and collaboration among relevant organizations and individuals involved in the promotion of CH and CBS projects

Educational Qualifications & Professional Training
Education
Bachelor’s degree or equivalent professional practice in Public Health Health Promotion, Community Health, Social work, Community Development.
Professional Training
ü Epidemiology trainings
ü Community Based Health and First Aid

Certification/Licensing
Job Competencies & Experience
Relevant Experience
At least 5 years of related experience, preferably at the regional level in the implementation of public health surveillance, outbreak investigation and response or other public health related positions particularly in Epidemiology, First Aid, Integrated Community Case Management or other community health programs.
Previous experience in implementation of Disease Surveillance and Response is a plus.
Working experience at field level with recognized organizations with expertise in health and emergency response
Knowledge of district health infrastructure and systems
Sound knowledge and skills in database management and statistical analysis, monitoring and evaluation or public health information management.
