BACKGROUND
The Somali Development and Reconstruction Bank (SDRB) is the national development finance institution
dedicated to promoting inclusive economic growth and reducing poverty. The Bank plays a pivotal role in
advancing Somalia’s key sectors including agriculture, livestock and fisheries, renewable energy and
infrastructure while catalyzing private investment across the country. SDRB is currently implementing an
ambitious reform agenda to modernize its operations and strengthen institutional effectiveness. This
includes a comprehensive organizational restructuring, and the adoption of robust governance frameworks
aligned with international best practices.

ROLE SUMMARY

Post Title: Human Resources (HR) Officer
Department: Human Resources
Duty Station: SDRB Main Office (Mogadishu)
Contract type: Permanent (with a three-month probation period)
Reporting to: Human Resources Manager, Corporate Services Directorate
Expected Start: Date January 1, 2026

The HR Officer is responsible for supporting the daily Human Resources operations in alignment with
SDRB’s HR policies, procedures, and industry best practices. The role provides direct support to HR
Manager, departmental managers, and employees on HR matters, ensuring consistent application of policies
and fostering a positive work environment. The HR Officer will assist in implementing annual HR
objectives and key HR initiatives across the organization. Key responsibilities include recruitment and
onboarding, payroll administration, performance management, training and development, employee
relations, record management, and ensuring compliance with Somalia’s labour laws and SDRB’s organisational policies. The position plays a vital role in helping the Bank attract, develop, and retain a
skilled and motivated workforce within a compliant and supportive HR framework.
DUTIES & RESPONSIBILITIES
 Manage the recruitment cycle, including posting job adverts, shortlisting candidates, arranging interviews, issuing offer letters and contracts, and completing all pre-employment checks.
 Ensure probation objectives and performance reviews are conducted on schedule, assisting managers to address concerns appropriately.
 Contribute to performance management processes, supporting objective setting, appraisals, and followup actions.
 Support in TNA and implementing training and development programs and support staff capacitybuilding initiatives.
 Maintain and update personnel files, both electronic and paper, including training records, appraisals, leaves, absences, and other employee documentation.
 Assist in payroll preparation and ensure that all payroll changes are captured accurately and in a timely manner.
 Manage staff leaves, prepare the annual leave planner, monitor leave utilization, and track balances.
 Comply with all HR administrative procedures and regulations, following up on priorities outlined in HR quality assessments.
 Support in updating and providing accurate HR metrics and reports.
 Follow up on HR service requests promptly and provide administrative support on day-to-day HR inquiries from staff.
 Perform all other tasks and duties as may be assigned by Management (e.g., Director General or the Director of the Department).

Skills and qualifications

QUALIFICATIONS AND SKILLS REQUIRED
 Bachelor’s degree in human resource management, Business Administration, or related discipline (master’s degree is an added advantage).
 Proficiency in MS Word, Excel, PowerPoint, Outlook, and HRIS (Human Resource Information Systems).
 Excellent organizational, interpersonal, and communication skills. Ability to handle confidential information responsibly and professionally according to departmental procedures.
 Knowledge of Somalia labor laws and ability to fully understand organization’s HR policies & procedures. Dynamic and results-oriented, capable of thriving in a demanding and fast-paced environment.
EXPERIENCE
At least 4 years of professional and verifiable experience in Human Resources management, with a minimum of 3 years in a dedicated Human Resources position. Strong background in recruitment, employee relations, performance management, and HR policy administration.
