Overview of position
Overview of the tasks:

As part of the Somalia CWG capacity building development plan 2023 - 2024, is to deliver the face to face core CVA skills for program staff course training to cash partner organizations at the sub national level. The aim of this exercise is to increase & strengthen the capacity of sub national cash working group co leads, partners & other stakeholders to ensure cash operations in Somalia adheres to quality assurance & accountability to the affected population in line with good practice & do no harm of humanitarian principle. Also, the core CVA training, is one of the criteria along with other criteria set by the CWG for qualification to be selected in the CVA Trainer of Trainor (ToT) for Somalia & become a certified trainer by CALP. The ToT once certified will continue to support the CWG / SN CWG to further deliver the core CVA training to interested cash partners at the sub national level.

On this note, a consultant will be hired who will do the preparation, delivery, reporting of the core CVA skills for program staff course conducted in *Somaliland, Southwest / Baidoa, Puntland / Garowe (& later Hirshabille, Jubaland, Banadir,) Somalia, respectively.
Primary objective of the consultancy:
-
The primary objective of the International Consultant Lead Trainer (CALP Certified) is to prepare & deliver the face to face Core CVA skills for program staff course training to cash partner in Somalia including reporting on the above course. Further, the consultant can be rehired for another face to face core CVA skills for program staff course training at the sub national level in Somalia (if appropriate).

While the Consultant Co-Facilitator will support the Consultant Lead Trainer during the course & implementation of the face to face core CVA skills for program staff course training in Somalia. Further, the Consultant Co-Facilitator should have hands experience in implementing cash transfer program in Somalia & can speak both English & Somali language is desired.

Both the International Consultant Lead Trainer & the Co-Facilitator should work as a team to complete the deliverables.
Specific objectives:

To prepare for the training courses & making adjustments to training materials according to context.
-
To facilitate the training courses working as Lead Facilitator for the course.
-
To collaborate with the Co-Facilitator during the planning & delivery of the course.
-
To debrief & provide written feedback to CALP on the delivery of the courses & how future courses could be improved.
Methodology:

The methodology should be in line with the course curriculum, with variations agreed in advance with the CALP team.
Target audience:
-
The primary criterion along with other conditions sets by the CWG to participate in the face to face core CVA skills for program staff course training are active cash partners who are members of the sub national cash working group, SN CWG Co-Leads & other stakeholders, especially LNGO’s staff who are implementing / managing with technical oversight of the cash transfer program operations will be given priority to participate in the face to face core CVA skills for program staff course training as defined in the course description.

Moreover, participants with good standing during the training exercise including the years of experience in delivering cash program will be assess & reenlisted by the CWG with the support of CALP for the next level, a Trainer of Trainor (ToT) for Somalia. After the face to face core CVA skills for program staff course training, the CWG will organize a ToT to provide a window of opportunity to cash partners especially the local NGO to become a certified Trainer by CALP, who will support the CWG / SN CWG to continue in delivering the core CVA training to interested cash partners.

Skills and qualifications
Key competencies
For this piece of work, our client is looking for the following expertise:
-
Must have above 5 years of experienced in CTP, CVA, MPCA implementation as Program Manager, Advisor, Coordinator etc.
-
Must be a CALP certified Trainer, certified to deliver the core CVA skills for program staff course.
-
Proven experience of delivering high quality training & learning events related to cash transfer programming.
-
Good understanding of current good practices regarding CVA & preferably, experience in eastern & southern Africa region.
-
Substantial knowledge & experience in capacity building, adult learning methodological approaches & tools & strong skills in facilitation, designing trainings, collecting & analysing secondary information, conducting surveys, consultations & key informant interviews, synthesising qualitative & quantitative information & evaluating training impact.

Strong interactive facilitation skills & an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions & questions.
-
Knowledge & work experience of the ways of working of humanitarian NGOs (local & international), state actors (e.g., national disaster management authorities & social welfare departments), UN agencies & private sector actors (e.g., financial service providers).

The ability to communicate technical subject matter (in oral & written form) to people with varying technical knowledge / skills & from different educational & cultural backgrounds.

Experience of working in eastern & southern Africa region especially Somalia is desirable.
Team management
This role has no team management responsibility.

Management:

This piece of work is commissioned by Somalia CWG, supported by our clients Somalia country office in partnership with CALP network east & southern Africa region.
Payment will be made in line with the milestones & deadlines for key project deliverables as follows:
Milestone 1:
Completion of training & submission of all deliverables for core CVA skills for program staff course in *Somaliland, Baidoa & Puntland / Garowe Somalia onsite training & 2 days preparation & 1 day for report preparation.
