Through its programs, CRS assists poor and vulnerable persons based on need, and, regardless of creed, ethnicity, or nationality. It works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates.

CRS has a long history of supporting local civil-society organizations in Somalia and has implemented development and emergency programming in multiple sectors, primarily supported by the United States Agency for International Development. CRS’ work in Somalia supports populations across 5 regions of Somalia, with emergency presence concentrated in the South-Central area.

 

Catholic Relief Services (CRS) has been working closely with and channelling resources and support to local organizations in Somalia since the 1960s and has implemented activities in Mogadishu since 2011, in Baidoa since 2012, and in Gedo region since 2014 with OFDA, FFP, and other foundation and private donor funding. Hundreds of thousands of people have benefited from CRS’ programs in Somalia since 2011. Currently CRS Somalia is leading Kaafia plus project, in partnership with Save Somalia Women and Children (SSWC), New ways organization, SOS Somalia and TROCAIRE.

 

 Job Summary:

The Logistics Management Information Systems (LMIS) Officer will help coordinate and ensure risk mitigation in inventory management through established inventory accounting and reporting processes in support of high-quality programs serving the poor and vulnerable. Your knowledge and experience will allow you to ensure compliance with CRS and donor regulations, and international and local supply chain accountability standards and requirements, as you apply the principles of stewardship, integrity, transparency, and accountability.

 

Job Responsibilities:

·         Ensure required documents, data updates, and reports from different operational areas, sub-recipients, surveyors, and external suppliers are received and consolidated in a timely manner and in compliance with standard policies and procedures.

·         Monitor, review, and analyze inventory accounting records and data entries in the inventory tracking and management information system for accuracy and completeness. Report accounting discrepancies and irregularities.

·         Work in close coordination with relevant program and supply chain /operations staff to resolve issues and reconcile inventory with accounting records.

·         Update various accounting registers (master shipping ledger, master inventory ledger, loss and claims ledger, other as applicable).

·         Prepare accurate and timely monthly, quarterly, and yearly reports pertaining to the status of goods and beneficiaries for internal and external project stakeholders.

·         Work with Program Managers, Operations Manager, Sector Leads and SPO-MEAL to prepare for audits and coordinate the audit process.

·         Support in partner’s supply chain capacity assessment and knowledge transfer on critical areas of Health, Nutrition and Protection supplies management.

·         Offer supportive supervision on partner logistics, supply chain and warehouses to improve supply accountability and documentation for future reference. Provide overall oversight and timely support on using the commodity tracking system(s) to ensure transparency and efficiency.

·         Conduct training to CRS and partner operations and warehouse staffs on commodity tracking system and represent CRS during the procurement process of proposed project materials (Health, Nutrition and Protection supplies.

Skills and qualifications

Education and Experience

·         Bachelor’s degree in Procurement, Logistics, Supply Chain, or related field. Professional certifications(s) in supply chain a plus.

·         Minimum of 3 years work experience in a similar position, preferably in an international organization.

·         Experience in Customs clearing procedures within Somalia context as well as shipment tracking. 

·         Hands on experience of working in managing nutrition, health and protection commodities within Somalia context.

·         Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with inventory accounting software and/or other database management systems (e.g. MS Access) highly desirable.

·         Knowledge and experience with various public donors’ regulations.

·         Knowledge and understanding of warehousing, inventory tracking, accounting, and reporting systems and principles. Understanding of Generally Accepted Commodity Accountability Principles (GACAP) preferred.

Required/Desired Foreign Language: English and Somali language (preferred)

Travel Required: Must be willing and able to travel up to 50%.

Internal: Operations Manager, Project Managers, Project Officers, Country Manager, Head of Programs, Chief of Party and Deputy Chief of Party, MEAL staff

External:  CRS Somalia partners
