Position: Senior Project Officer
Line Manager: Project Manager.
Location: Mogadishu Somalia
Duration of contract: 12 months, with possibility of extension.

GENERAL MISSION – HUMANITY & INCLUSION
Created in 1982, Humanity & Inclusion/ formerly known as Handicap International (HI) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our actions are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI was the co-winner of the Nobel Peace Prize in 1997 for its role in the International Campaign to Ban Landmines.
HI started in Somaliland in 1992 by setting up a rehabilitation center and supporting a local NGO, Disability Action Network, in building their capacity and take over the management of the rehabilitation center in Hargeisa, some years later. HI’s strategy in Somalia is to support local and international actors, access to services and advocacy for the rights of persons with disabilities and other disadvantaged groups such as older persons. HI engages with development and/or humanitarian actors through partnership, collaboration and capacity development to promote inclusion, access to and participation of persons with disabilities in basic and specific services as well as in decision making processes that affect their lives.
HI is planning implementing two humanitarian action projects in Somalia on localization and adaptation of the IASC Guidelines on Inclusion of Persons with disabilities (IASC GL) in humanitarian action for disability-inclusive coordination, data collection and programming.
ROLE OF THE POSITION
The position will be based in Mogadishu Somalia, under the line-management of the Project Manager and in functional link with Health Specialist. The Senior Project Officer will be responsible in the implementation of the mandate and the strategy of Humanity & Inclusion in the country. The SPO contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the Inclusive humanitarian technical team
Missions / responsibilities (*)
Responsibility 1: Contribute to the project planning and integrated budget definition & review
Aim: Ensure the activities are implemented on time and within the defined budget
Activities:
- Participate to the planning process under the supervision of the PM and to its regular review
- Produce monthly work plan based on project planning and report achievements during weekly team meeting
- Collect data for documenting indicators under supervision of the PM
- Actively participate to project team meetings
- Report to the PM about the progress
- Participate to the mid-term review
- Budget management under the supervson of the PM
Responsibility 2: Contribute to the monitoring of the project partners for the activities he/she is in charge of.
Aim: quality implementation of the activities under partners’ responsibilities or HI
Activities:
- Train the project partners for using the tools developed under the project
- Coach the project partners for implementing activities in respect of the approved framework & tools
- Collect data and results and analyse it in conjunction with MEAL
- Identify partners’/ staff needs for capacity building
- Contribute to the development and implementation of capacity building response
Responsibility 3: Contribute to the development of methodologies and tools for the project and to their implementation
Aim: the technical framework for implementing project activities is in place and regularly updated
Activities:
- Contribute to the identification of the tools needed for implementing the project activities and to their development
- Implement directly activities as per the framework validated by PM
- Mobilize authorities/ external stakeholders for facilitating project implementation and inform them regularly about the progress made and the challenges faced
- Develop activity sheet including budget for activities
- Liaise with logistics and finance department as per the procedures in place to undertake purchase & expenditures as required for activities implementation
Responsibility 4: Contribute to project lesson learnt and promotion at national & international level
Aim: Good practices under the project are identified and documented
Activities:
- Participate to lessons learnt analysis and tools adjustment/ developemnt and LL implementtaion plan
- Collect data as per the framework defined
- Input in the identification and analysis of the project good practice
- Participate to the organization of dissemination workshop
Responsibility 5: Team management
Activities/Main duties:
- Ensure a good communication, coordination and information level of each member of the team through regular coordination meetings (or other if needed);
- Define Individual Action Plans for all the persons under your line management
- Support and build the capacity of the person under your management, and assess the needs for additional training
- Ensure that appraisals of the staff member are done according to the HR procedure and be aware of the professional evolution of each member of your staff, and its development within the mission
- Ensure conflict resolution (personal and professional) within your team and inform the field coordinator and the administrator when necessary
- Animation and organization of the meetings with his/her team
- Replace the program manager in his/her absence in the different aspect of the project (coordination, team management, support, representation, reporting) and refer to the field coordinator for any important questions/issues.
Responsibility 6 : Representation
- In coordination with the line manager, the Project Officer will represent HI in the project area with any relevant stakeholders, local, national, and international partners, local authorities to facilitate the implementation of the project’s activities;
- Participate when needed/relevant to the Working Groups and Clusters in the field of intervention.
Responsibility 7: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Skills and qualifications
- Bachelor’s degree in project management /Development studies (Social Work, Public Health, Communication or other relevant field from a recognized institution.
- MEAL Background is an added advantage
- Minimum of 3-4 years’ experience in an entry to mid-level position in project management, with experience in the field of humanitarian response (Public health, Risk Communication etc.) while working for an international NGO, UN agency or relevant ministry or local authority.
- Technical understanding of core disability inclusion issues, challenges faced by persons with disabilities in crisis situation.
- Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
- Full proficiency in Microsoft Office, including Word and Excel. Ability to work under high pressure,

Conditions
- Status: Service contract with salary according to experience
- Start: 1st September 2022
